EPA Invites Comments On Draft Permit Renewal For A Columbia Gas of PA Oil & Gas Wastewater Injection Well In Beaver County; Virtual Hearing Oct. 6 [If Requested]

On September 4, the US Environmental Protection Agency Mid-Atlantic Region
published a public notice inviting comments on a draft renewal of a permit for the Columbia Gas of PA oil and gas wastewater injection well in Beaver Falls, Beaver County.

The permit would authorize the continued operation of a UIC Class IID disposal injection well-- the John Galey C-5 Well-- located in the Blackhawk Storage Field.

The draft permit would set a 882,000 gallon limit on the amount of oil and gas wastewater that could be injected in the well per month and limits the wastewater to those fluids produced from Columbia Gas’ own oil and gas production activity. 

The permit also requires the posting of a financial assurance of at least $352,000 to cover the cost of plugging the well if it is abandoned by the permittee.

The original permit for this well was issued in 1985 by EPA.

The well was originally drilled in 1969.

Oct. 6 Hearing

EPA has scheduled a tentative virtual public hearing for October 6, 2025. An in-person hearing will not take place.

There is no need to register in advance for the virtual hearing. The meeting organizer will call on people to deliver their oral comments.

The EPA will hold the virtual public hearing only if the EPA receives requests from the public to do so. 

Requests to hold this public hearing must be received by the EPA via email or telephone by September 29, 2025. 

When requesting a public hearing, please state the nature of the issues you propose to raise. 

The EPA expressly reserves the right to cancel this hearing unless a significant degree of public interest is evidenced by September 29, 2025.
