PA Oil & Gas Industrial Facilities: Permit Notices/Opportunities To Comment

The following DEP notices were published in the
November 26 PA Bulletin related to oil and gas industry facilities.  Many of the notices offer the opportunity for public comments.

Land Recycling/Brownfield Cleanups

-- Blackhill Energy LLC - Kingsley E 6H Well Pad: DEP received notice of intent to remediate soil contaminated with drilling wastewater in Springfield Twp., Bradford County.  (PA Bulletin, page 7302)

-- Kevin Eshbaugh - Polaris Well Pad: DEP received notice of intent to continue removal of of accumulated water as needed/warranted, further assessment of potentially impacted material off-containment, removal and disposal of impacted construction/soil-like materials, investigation of subsurface materials beneath the well stimulation containment once the containment materials are fully removed, soil characterization sampling, soil attainment sampling procedures in Oakland Twp., Butler County.   (PA Bulletin, page 7302)


Waste Permits

-- SWN Production Company - Colwell West Water Transfer Facility: DEP invites comments on WMGR123 General Permit application for processing, transfer and use of oil and gas liquid waste in New Milford Twp., Susquehanna County. (PA Bulletin, page 7303)


Air Quality Permits

-- Certarus USA Ltd - Mehalick Well Pad Compressor, Processing Facility: DEP issued an Air Quality Permit for the installation of air contamination equipment at a natural gas production facility in Cherry Twp., Sullivan County. (PA Bulletin, page 7323)

-- Buckeye Terminals, LLC - Greensburg Terminal: DEP issued an extension for an Air Quality Permit for the temporary operation of a 2.2 million gallon aboveground gasoline storage tank in Hempfield Twp., Westmoreland County. (PA Bulletin, page 7324)

-- Texas Eastern Transmission LP - Compressor Station: DEP issued minor modification to Air Quality Permit to incorporate the requirements of an approved Plan Approval for compressor station in Carroll Twp., Perry County.  (PA Bulletin, page 7325)

-- Laurel Pipeline Co, LP - Boothwyn Breakout Station:  DEP issued minor modification to Air Quality Permit for replacement of sample wells related to aboveground storage tanks in Bethel Twp., Delaware County.  (PA Bulletin, page 7325)

-- Texas Eastern Transmission LP - Compressor Station: DEP issued authorization for “De Minimis Emissions Increases” for compressor station in Cresson Twp., Cambria Twp., Cambria County. (PA Bulletin, page 7326)

-- Texas Eastern Transmission LP - Compressor Station: DEP issued authorization for “De Minimis Emissions Increases” for compressor station in North Union Twp., Fayette County. (PA Bulletin, page 7326)

--  Chesapeake Appalachia LLC - Camp Brook Mitigation Site: DEP correction to notice of Chapter 105 permit application for construction of wetlands and temporary impacts to wetlands in Osceola Twp., Tioga County.  (PA Bulletin, page 7309)
