In Memoriam: Terry Fabian, Fmr DEP Deputy For Field Operations

Terry R. Fabian, 73, who held a number of senior management positions at the Department of Environmental Protection, passed away on October 2 at his home.
As Deputy For Field Operations from 1995 to 2002, he oversaw DEP’s 6 regional environmental protection offices which implemented many of Pennsylvania’’s basic environmental regulatory programs, including water management, water supply, environmental cleanup, air quality, waste management, radiation protection and oil and gas management.
Prior to serving as Deputy for Field Operations, Fabian served as Deputy Secretary for Mineral Resources, as Director of DEP’s Southwest Regional Office in Pittsburgh for 10 years, and held several positions in DEP’s Southeast and Southcentral Regional Offices, including Regional Water Quality Manager in Southcentral.
Fabian helped make fundamental changes in agency management through the Money-Back Guarantee Permit Review Program, the introduction of watershed-focused decision-making, and he was a champion of the Environmental Futures Planning Process.
“Terry was an outstanding public servant and a skilled environmental professional who served in positions all over the state,”” said former DEP Secretary David Hess. “”He had an innovative spirit and an enthusiasm for his job that served the people and the environment of Pennsylvania well for many years.””
A memorial service will be held Monday, October 8 at 11:00 a.m. at the Zembo Shrine Center, 2801 N. 3rd St., Harrisburg, PA 17110. Guests are asked to use the Division Street Entrance.
In lieu of flowers, memorial contributions are requested to be sent to: Philadelphia Shriners Hospital for Children - 3551 N. Broad St. Philadelphia, PA 19140.
