Montour Run Watershed Assn Supports Local Efforts To Reduce Stormwater Pollution

The Montour Run Watershed Association board of directors in Allegheny County Tuesday adopted a proclamation supporting the efforts of local governments to reduce water pollution from stormwater runoff.
The Association was formed in 2000 to address abandoned mine drainage and expanded its concerns to urban runoff and storm sewers.  These sources of pollution are the primary cause of water quality impairment in the watershed.
The proclamation is designed to focus more attention on the stormwater pollution issue and support efforts by local governments to address this critical problem.
The text of the proclamation follows--
Whereas: The Montour Run Watershed Association (MRWA), a 501(c)(3) nonprofit organization was created, in part, to protect Montour Run’s natural values.
Whereas: Stormwater surges originating within the Montour Run watershed, as well as all watersheds, can be detrimental to the stream ecology, including its channel, banks, vegetation and aquatic species through scouring, erosion and sedimentation and in addition, can threaten infrastructures such as bridges, roadways, trails, buildings and homes.
Whereas: Stormwater flows are exacerbated when natural ground absorbing environs such as forested and vegetated areas are replaced by more impervious materials such as concrete, asphalt, shingles, etc. and are permitted to directly flow to receiving streams unimpeded.  
Whereas: Anthropogenic, or man-made, surface water runoff creates increased volumes and peak flows of waters in Montour Run and its tributaries throughout the watershed.  This phenomenon occurs in all watersheds where precautions and protections are not taken to control the surge of storm waters.
Whereas: Uncontrolled surface water runoff is recognized by the scientific community as contributing to increased occurrence and severity of flooding resulting in increased public and private costs as well as an increased potential threat to public safety.
Whereas: Recognizing this problem, Federal and state governments are turning to local governments to address this issue.  In Pennsylvania, this work is known as the Municipal Separate Storm Sewer System Permits or MS4.
Therefore, the Montour Run Watershed Association hereby proclaims its support to the local governments embodied in the Montour Run Watershed and encourages the local government leaders to take thoughtful and thorough actions within their respective jurisdictions that will protect receiving streams from anthropogenic storm water surges; especially Montour Run, a natural resource considered a critical asset to our regional quality of life.

Audubon’s Christmas Bird Count, Other Citizen Science Opportunities

Volunteers have always been important to conservation. If you participate as a citizen scientist in Audubon’s Christmas Bird Count from December 14 to January 5, you’ll be adding to data collected for more than a century!
Researchers, conservation biologists, wildlife agencies, and other interested individuals use the data to study the long-term health and status of bird populations across North America.

FirstEnergy Companies Award $36,000 In STEM Education Grants To 38 PA Teachers

FirstEnergy Corp companies Penn Power, West Penn Power, Penelec and Met-Ed awarded a total of $36,000 in Science, Technology, Engineering and Math (STEM) grants to 38 teachers in their service territories.
The grants will be used for a variety of hands-on projects, workshops and teacher development programs.
"FirstEnergy has long supported educational activities in communities served by our Pennsylvania utilities, particularly those that encourage students to pursue careers in the critical fields of science, technology, engineering and mathematics," said Dee Lowery, president of the FirstEnergy Foundation.  "We are pleased to provide assistance to so many STEM projects this year to support our students, schools and educators as they work to help build a strong workforce for the future."
The grants were awarded to--
>> Penn Power - Almost $6,000 to 6 Teachers
-- Stephanie Corrette-Bennet, Neshannock Memorial Elementary School, New Castle – Exploring renewable energy with lessons on solar, hydro, wind and geothermal.
-- Stephanie Fiala, Moon Area School District, Moon Township – Practicing coding to help develop problem-solving skills.
-- Cara Florie, Harry W. Lockley Early Learning Center, New Castle – Exploring engineering and design solutions using both reading and art skills.
-- Colleen Hinrichsen, Mars Area Centennial School, Mars – Creating artwork that is programmed to change as the phases of the moon change.
-- Victoria Littell, Allard Elementary School, Moon – Working in teams that include special education students to build robots.
-- Danielle Webster, Fairview Elementary, Midland – Programming robots, then teaching lower grades about these programming projects.
>> West Penn Power - $10,000 to 14 Teachers
-- Bonita Burgess, Cameron County School District, Emporium – Building electric motors and circuits to learn about electricity.
-- Charles M. Chamey, Johnsonburg Area High School, Johnsonburg – Vocational program students will learn how to climb utility poles as preparation for attending FirstEnergy's Power Systems Institute utility line worker training program.
-- Kristen Fulgenzio, Burgettstown Area Elementary Center, Burgettstown – Building and programming robots.
-- Kurt Jones, West Greene High School, Waynesburg – Learning about aquaponics, devising monitoring schemes and devices to calculate how much solar power is necessary to make the operation self-sustaining.

-- Lyla Mitchell, Adelphoi Education, Fairchance – Building one of three types of robots.
-- Greg Reger and Jackson Knoll, McGuffey High School, Claysville – AP physics students will work in pairs to design and construct buildings for a model town, while AP chemistry students will design battery cells that can produce power for the town.

-- Lorraine Coomber, Shallow Brook Intermediate School, Manchester – Using teamwork to solve math and technology problems.
-- Daniel Dellinger, Red Lion Area Junior High School, Red Lion – Growing trout from fertilized eggs to learn about the life cycle of brook trout, water chemistry, fish biology and watershed health.
-- Eric Musselman, Central York High School, York – Practicing electrical wiring in a typical residential setting, wiring outlets, light switches and receptacles.
-- Shannon O'Donnell, Muhlenberg Middle School, Reading – Practicing engineering skills through a variety of tasks with different types of material for building and inventing.
-- Ashley Pastor, Tulpehocken Area School District, Bernville – Investigating and identifying agricultural problems in various regions of the world, then creating vertical grow systems that could be used to solve these specific problems.
-- Karen Sipe, New Oxford Middle School, New Oxford – Expanding after-school building toys program to include more students.
-- Amber Stewart, Boiling Springs High School, Boiling springs – Using hydroponics to grow a winter garden.

PJM Interconnect, Members Ready For Winter Electricity Demand With Ample Resources

PJM Interconnection and its members are ready with sufficient resources to meet forecasted demand for electricity this winter.
PJM expects to have 184,926 megawatts of electric resources to meet the forecasted peak demand of 135,526 MW.
Last winter, with milder-than-average temperatures, the winter peak of 130,689 MW was set on Dec. 15, 2016. PJM’s all-time winter peak is 143,295 MW, set on Feb. 20, 2015.
“Mild or severe weather, no matter what the winter brings, we are prepared and expect to have more than enough power available to meet consumers’ demand for electricity,” said Michael E. Bryson, vice president – Operations. “The key to our confidence is our members’ preparation efforts and track records of reliable performance.”  
Each year, PJM analyzes the expected demand for electricity, weather predictions and other factors to develop its forecast for the season’s operations.   This year:
-- A weak La Niña is expected to develop, leading to a colder winter than the last two years.
-- Southward shifts in the polar vortex caused unusually cool weather this past August. If this trend continues, the risk of periods of arctic cold will be greater.
-- Precipitation is expected to be above average for the Great Lakes region and below average to the south.
PJM also worked with generation owners on cold weather preparedness, a fuel inventory survey, resource testing and a drill for emergency procedures. Communication and coordination between PJM and natural gas pipelines continues regularly throughout the winter.
The cold weather exercises allow units to identify and correct start-up, operational and fuel-switching issues prior to cold weather operations.

Report On Expanding Access To Natural Gas Service Released By National Task Force

A national Task Force on Natural Gas Access and Expansion, co-chaired by Public Utility Commission Commissioner John F. Coleman Jr., Wednesday issued a new report detailing best practices and recommendations regarding natural gas service for underserved and unserved areas of the country.
The task force, created by the National Association of Regulatory Utility Commissioners, was guided by PUC Commissioner Coleman and his fellow co-chair, Mississippi Commissioner Brandon Presley, along with North Dakota Commissioner Julie Fedorchak, who served as vice-chair. The group’s review included:
-- Studying current access, expansion and service extension policies;
-- Examining the need for access and expansion;
-- Reviewing barriers and obstacles to such access;
-- Recommending potential mechanisms to address the benefits and opportunities for access and expansion:
-- Identifying alternative or unconventional approaches; and
-- Compiling “best practices” on access and expansion to underserved and unserved areas.
“It was enlightening to see how much work is being done across the country to help residents, small businesses and industries benefit from home-grown and low-cost energy resources,” said Commissioner Coleman. “While there is no single ‘silver bullet’ that can be applied everywhere, there are numerous opportunities to move the process forward – and I am proud to note that many of those ‘best practices’ are already being used in Pennsylvania.”
The task force report includes eight recommended mechanisms and best practices for state public utility/service commissions, including:
-- A robust, open, and transparent process for stakeholder input;
-- No-cost line extension programs for natural gas distribution companies (NGDCs), within certain parameters;
-- Updating NGDC contribution in aid of construction (CIAC) calculations, to reflect current market realities and expectations;
-- Allowing consumers to pay a CIAC over time, rather than an up-front, lump-sum payment;
-- Targeted NGDC natural gas expansion programs;
-- An opening for natural gas expansion programs that target all customers, including large commercial and industrial users, and where appropriate, encouraging the use of anchor customers;
-- Consideration for NGDCs financial assistance to customers to convert appliances and equipment, to help mitigate the “behind the meter” costs of gas conversions; and
-- Innovative financial ratemaking incentives for NGDCs to build out their natural gas distribution networks.
The task force included the following state commissioners: Stephen Michael Bloom, Oregon Public Utility Commission; Julie I. Brown, Florida Public Service Commission; Robert Hayden, Massachusetts Department of Public Utilities; Kimberly A. O’Guinn, Arkansas Public Service Commission; Lon Roberts, Wisconsin Public Service Commission; Norman J. Saari, Michigan Public Service Commission; Dianne Solomon, New Jersey Board of Public Utilities; Nick Wagner, Iowa Utilities Board; and Dallas Winslow, Delaware Public Service Commission.
