DEP Invites Comments On Chapter 105 Water Quality Permit For Project Gravity A.I. Data Center Project In Archbald Boro, Lackawanna County

The Department of Environmental Protection published notice in the November 15 PA Bulletin inviting comments on a Chapter 105 Encroachment Permit for the Archbald 25 Developer, LLC Project Gravity A.I. Data Center Project in Archbald Borough, Lackawanna County.   (

The permit would cover the construction of 7 buildings, associate parking, an electrical substation and two access roads on a former surface coal mining site.

The application proposes--

-- To place fill in 1.40 acres of wetlands for construction of data center buildings, parking and access roads.

-- To place fill in 0.78 acre of open water pits for construction of data center buildings, parking and access roads. 

-- To place fill in 207 linear feet of a UNT to Callender Gap Creek (CWF, MF) and associated floodway for construction of data center buildings, parking and access roads.

-- To place fill in 252 linear feet of a UNT to Callender Gap Creek (CWF, MF) and associated floodway for construction of data center buildings, parking and access roads.

-- To compensate for the permanent wetland impacts, the  applicant will provide mitigation through purchase of mitigation banking credits. 

DEP is accepting public comments on the application until December 15-- 30 days from the notice.

No public hearing has been scheduled, but one may be requested.

The permit file may be reviewed by contacting DEP’s Northeast Regional Office at 670-826-2511.
