PA Oil & Gas Industrial Facilities: Permit Notices, Opportunities To Comment - May 25

The following notices were published in the
May 25 PA Bulletin related to oil and gas industry facilities.  Many of the notices offer the opportunity for public comments.

-- The Department of Environmental Protection published notice in the May 25 PA Bulletin announcing it has issued an oil and gas wastewater injection well permit to PA Well Development LLC for the David A. Weaver #1 disposal well in Young Township, Jefferson County.  (PA Bulletin, page 2904Read more here.


-- The Department of Environmental Protection published notice in the May 25 PA Bulletin extending the three temporary Air Quality Operating Permits for the Shell Petrochemical Plant in Potter and Center Townships, Beaver County.  (PA Bulletin, page 2895)


-- The Department of Environmental Protection published notice in the May 25 PA Bulletin inviting comments on the renewal of the waste transfer facility permit for five oil and gas wastewater injection wells owned by Bear Lake Properties, LLC in Columbus Township, Warren County.  (PA Bulletin, page 2853Read more here.


-- The Susquehanna River Basin Commission published notice in the May 25 PA Bulletin announcing the agenda for the June 13 business meeting, including water use requests for seven shale gas drilling-related requests in Lycoming, Susquehanna, Tioga and Wyoming counties.  Read more here.


-- From January through April, the Executive Director of the Susquehanna River Basin Commission gave his approval to 100 general water use permits for individual shale gas well drilling pads in Bradford, Cameron, Centre, Clearfield, Elk, Lycoming, McKean, Potter, Sullivan, Susquehanna, Tioga and Wyoming counties.  Read more here.

-- EQT Production Company - Lumber Shale Gas Well Pad: DEP received a Notice Of Intent to remedial soils contaminated by production wastewater on the pad located in Springhill Twp., Greene County.  (PA Bulletin, page 2852)

-- Chesapeake Appalachia LLC - Parys Water Impoundment: DEP received a Final Report on remediation of soil contaminated with diesel fuel to the Statewide Health Standards at the facility located in Tuscarora Twp., Bradford County.  (PA Bulletin, page 2889)

-- EQT Corporation - RICE Mac Shale Gas Well Pad: DEP received a Final Report on remediation of soil contaminated with aluminum, barium, boron, chloride, iron, lithium, manganese, selenium, strontium, vanadium, and zinc to meet the Statewide Health Standards at the pad located in Whiteley Twp., Greene County. -- Olympus Energy, LLC - Athena Shale Gas Well Pad: DEP received a Final Report on remediation of soil contaminated with benzene, tert-butylbenzene, sec- butylbenzene, cyclohexane, ethylbenzene, isopropyl- benzene, (cumene), naphthalene, toluene, xylenes, trimethylbenzene, 1,2,4-trimethylbenzene, 1,3,5-acenaph- thene, anthracene, benzo(a)anthracene, benzo(a)pyrene, benzo(b)fluoranthene, benzo(g,h,i)perylene, biphenyl, chrysene, fluoranthene, fluorene, indeno(1,2,3-cd)pyrene, 2-methylnaphthalene, phenanthrene, phenol, and pyrene to meet Statewide Health Standards at the pad located in Washington Twp., Westmoreland County.  (PA Bulletin, page 2890)

-- EQT ARO LLC - Mallory Shale Gas Well Pad A: DEP approved a Final Report on remediation of soil contaminated with production wastewater to meet the Statewide Health Standards at the pad located in Plunketts Creek Twp., Lycoming County. (PA Bulletin, page 2890)

-- EQT ARO LLC - Salt Run HC Shale Gas Well Pad A: DEP approved a Final Report on remediation of soil contaminated with tri-ethylene glycol and ethylene glycol to meet the Statewide Health Standards for the pad located in Plunkets Creek Twp., Lycoming County. (PA Bulletin, page 2890)

-- Chesapeake Appalachia LLC - Amcor Shale Gas Well Pad: DEP approved a Final Report on remediation of soil contaminated with production wastewater and lubricating oil to meet the Statewide Health Standards for the pad located in Meshoppen Twp., Wyoming County. (PA Bulletin, page 2891)

-- Greylock Production, LLC - Coastal Green Shale Gas Well Pad: DEP approved a Final Report on remediation of soil contaminated with aluminum, barium, boron, chloride, iron, lithium, manganese, selenium, strontium, vanadium, and zinc to meet the Statewide Health Standards at the pad located in Whiteley Twp., Greene County. -- Leatherwood LLC - Hopkins Shale Gas Well Pad: DEP approved a Final Report on remediation of soil contaminated with aluminum, barium, boron, chloride, iron, lithium, manganese, selenium, strontium, vanadium, and zinc to meet the Statewide Health Standards at the pad located in Morris Twp., Greene County. 2024 Land Recycling/Brownfield Cleanups

So far in 2024, DEP received or acted on 131 Act 2 Land Recycling notices related to oil and gas facility site cleanups.

-- EQM Gathering OPCO, LLC - Marlin Wastewater Storage Tank Facility: DEP invited comments on a modification to the WMGR123 General Permit for the facility located in Jackson Twp., Greene County.  (PA Bulletin, page 2852)

-- PennEnergy Resources, LLC - Ferree Shale Gas Well Pad Wastewater Reuse: DEP invites comments on a WMGR123 General Permit for the reused of shale gas and conventional wastewater at the facility located in Middlesex Twp., Butler County.  (PA Bulletin, page 2854)

-- WB McKean LLC - McKean RNG Plant: DEP invites comments on WMGM055 General Permit for the facility that will process and refine landfill gas located at Sergeant Twp., McKean County.  (PA Bulletin, page 2854)

-- Range Resources-Appalachia, LLC - Bare Wastewater Tank Pad: DEP issued a WMGR123 General Permit for oil and gas wastewater processing at the pad located in Smith Twp., Washington County. (PA Bulletin, page 2892)

-- Range Resources-Appalachia, LLC - MCC Partner Reuse Water Storage Facility: DEP issued a WMGR123 General Permit for oil and gas wastewater processing at the pad located in Jefferson Twp., Washington County. (PA Bulletin, page 2892)

-- XTO Energy, Inc. - Bergbigler Shale Gas Well Pad: DEP issued a GP-5A Air Quality General Permit for multiple sources of air pollution at the well pad located in Clearfield Twp., Butler County. (PA Bulletin, page 2893)

-- Eastern Gas Transmission and Storage Inc. - Punxsutawney Compressor Station: DEP issued an Air Quality Plan Approval covering multiple sources of air pollution at the facility located in Perry Twp., Jefferson County.  (PA Bulletin, page 2893)

-- Columbia Gas Transmission LLC - Gettysburg Compressor Station: DEP issued a renewal of the Title V Air Quality Permit for the facility located in Straban Twp., Adams County.  (PA Bulletin, page 2895)

-- Sunoco Malvern Marketing & Terminals - Bulk Gasoline Terminal: DEP issued a renewal of a Title V Air Quality Permit for the facility located in East Whiteland Twp., Chester County.  (PA Bulletin, page 2896)

-- MarkWest Liberty Midstream & Resources, LLC - Houston Gas Processing Plant: DEP extended the Air Quality Plan Approval to May 28, 2024 for the facility located in Chartiers Twp., Washington County.   (PA Bulletin, page 2895)

-- Hummel Station LLC - Gas-Fired Power Plant: DEP extended the temporary Title V Operating Permit thru November 2024 [3 Bulletin notices) for the facility located in Shamokin Dam Borough, Snyder County. (PA Bulletin, page 2894)

-- Shell Petrochemical Plant: DEP published notices extending three temporary Air Quality Operating Permits for the facility located in Potter and Center Townships, Beaver County.   (PA Bulletin, page 2895)


Wetlands Mitigation Bank

-- CNX Green Ventures, LLC - Blacksville Mitigation Bank: DEP invites comments on a Chapter 105 permit covering the project consisting of restoration, enhancement, and conservation activities within approximately 822 acres of the Dunkard Creek watershed above Lake Wilma in Wayne Township, Greene County.  The project proposes to result in 21,804 stream credits and 16.53 wetland credits which includes a proposed credit adjustment for providing restricted covenants in over 29,000 feet of additional headwaters.  (PA Bulletin, page 2867)
