PA Oil & Gas Industrial Facilities: Permit Notices, Opportunities To Comment - July 19

The following notices were published in the
July 19 PA Bulletin related to oil and gas industry facilities.  Many of the notices offer the opportunity for public comments.

-- DEP published notices in the July 19 PA Bulletin inviting comments on four water quality permits for the Texas Eastern Transmission, LP Appalachia to Market 3 natural gas pipeline upgrade project in Reading Twp., Adams County and Washington Twp., York County. -- The Susquehanna River Basin Commission published notice in the July 19 PA Bulletin announcing it will hold a hearing July 31 on requests to withdraw water for free, including 11 for shale gas development and two for natural gas power plants. The natural gas water withdrawals are in Bradford, Lycoming, Tioga, Wyoming and York counties. The York Energy Center II on this hearing agenda is scheduled to be locked in to serve a $5 billion A.I. data center project in York County [Read more here].  Read more here.


Storage Tank Permits - Comments

-- Amazon Data Services, Inc. - 80 Aboveground Petroleum Product Storage Tanks: DEP invites comments on a  Site-Specific Storage Tank Installation Permit for tanks with a 524,000 gallon capacity to be located in Falls Twp., Bucks County.  (PA Bulletin, page 4896)  [Note: Amazon also applied for an Air Quality Permit for the installation of 72 - 2.5 MW diesel-fired emergency generators for its new data center in Falls Twp., Bucks County.  Read more here.]


Land Recycling/Brownfield Cleanups

-- Dakota Oil & Gas Company - Chabel #2 Conventional Well: DEP received a Final Report on remediation of soil contaminated with crude oil to meet the Statewide Health Standards at a well site located in Upper Burrell Twp., Westmoreland County. (PA Bulletin, page 4912)

-- MarkWest Liberty Midstream & Resources LLC - Imperial Compressor Station: DEP received a Final Report on remediation of soil and groundwater contaminated with volatile organic compounds and semi-volatile organic compounds to meet Statewide Health Standards  at the compressor station located in Robinson Twp., Washington County. (PA Bulletin, page 4912)

-- Greylock Production LLC - Decker #1 Conventional Well: DEP approved a Final Report on remediation of soil contaminated with production wastewater (aluminum, barium, boron, iron, lithium, manganese, selenium, strontium, vanadium, zinc, and chlorides) to meet Statewide Health Standards at the well located in Cumberland Twp., Greene County.  (PA Bulletin, page 4913)

-- Range Resources-Appalachia, LLC - DMC Properties Shale Gas Well Pad: DEP approved a Final Report on remediation of soil contaminated with methanol and production wastewater (aluminum, barium, boron, chloride, iron, lithium, manganese, selenium, strontium, vanadium, and zinc) to meet the Statewide Health Standards at the pad located in Donegal Boro, Washington County. -- CNX Gas Company, LLC - Herminie Shale Gas Well Pad: DEP issued a technical deficiency letter on a Final Report on remediation of soil contaminated with production wastewater and diesel fuel (aluminum, barium, boron, iron, lithium, manganese, selenium, strontium, vanadium, zinc, chloride, benzene, ethylbenzene, isopropylbenzene, MTBE, naphthalene, toluene, 1,2,4-TMB, and 1,3,5-TMB) to meet the Statewide Health Standard  at the pad located in Sewickley Twp., Westmoreland County.  (PA Bulletin, page 4913)

So far in 2025, DEP received or acted on 107 Act 2 Land Recycling notices related to oil and gas facility site cleanups.
