PA Oil & Gas Industrial Facilities: Permit Notices, Opportunities To Comment - August 31

The following notices were published in the
August 31 PA Bulletin related to oil and gas industry facilities.  Many of the notices offer the opportunity for public comments.

-- The Department of Environmental Protection published notice in the August 31 PA Bulletin announcing the availability of a revised NPDES General Permit for Discharges of Stormwater Associated with Construction Activities (PAG-02).  Click Here for related documents.


Land Recycling/Brownfield Cleanups

-- EQT ARO LLC - DCNR Tract 259 Pad A: DEP received a Final Report on remediation of soil contaminated with production wastewater to meet the Statewide Health Standards at the pad located in Burnside Twp., Centre County.  (PA Bulletin, page 5526)


2024 Act 2 Oil & Gas Facility Pollution Cleanups

So far in 2024, DEP received or acted on 199 Act 2 Land Recycling notices related to oil and gas facility site cleanups.


Waste Permits

-- RES Water-Avis, LLC - RES Water Avis Facility: DEP issued a WMGR123 General Waste Permit for processing oil and gas wastewater at the facility located in Canton Twp., Bradford County.   (PA Bulletin, page 5528)

-- JKLM Energy LLC - Headwaters Tank Farm Facility: DEP issued a WMGR123 General Waste Permit for processing oil and gas wastewater at the facility located in Ulysses Twp., Potter County.   (PA Bulletin, page 5528)

-- JKLM Energy LLC - Sweden Valley Tank Farm Facility: DEP issued a modification of a WMGR123 General Waste Permit for the expansion of the processing oil and gas wastewater at the facility located in Sweden Twp., Potter County.   (PA Bulletin, page 5528)


Air Quality Permits

-- Compass Natural Gas Partners LP - Quaker CNG Truck Terminal: DEP invites comments on an Air Quality Operating Permit for the facility located in Upper Fairfield Twp., Lycoming County.  (PA Bulletin, page 5503)

-- Eastern Gas Transmission & Storage Inc. - Pipeline Compressor Station: DEP invites comments on renewal of an Air Quality Permit for the facility located in Lack Twp., Juniata County.  (PA Bulletin, page 5503)

-- Energy Transfer - Marcus Hook Tank Farm 2: DEP issued an amended Title V Air Quality Permit changing the responsible official at the facility located in Upper Chichester Twp., Delaware County. (PA Bulletin, page 5529)

-- Sunoco Malvern Marketing Terminal: DEP issued an amended Title V Air Quality Permit changing the responsible official at the facility located in East Whiteland Twp., Chester County.  (PA Bulletin, page 5530)


Chapter 105 Encroachment Permits

-- Chesapeake Appalachia LLC - Water Pipeline: DEP invites comments on a 16-inch shale gas water pipeline crossing Marsh Run (Exceptional Value) and Exceptional Value wetlands located in Cherry Twp., Sullivan County.  (PA Bulletin, page 5509)

-- Snyder Brothers, Inc. - Nolder to Bowser Pipelines - 3- 7 Mile Pipelines - 18-inch water, 20-inch gas, 20-inch gas: DEP invites comments on 3 proposed pipelines involving 10 stream crossings, 9 wetland crossings and 11 floodway impacts involving Glade Run and some Exceptional Value wetlands located in East Franklin and North Buffalo Townships, Armstrong County.  (PA Bulletin, page 5510)  [DEP issued Chapter 102 permit for the project - see below]  

-- MarkWest Liberty Midstream & Resources, LLC - 20-inch, 1.3 mile Gas Gathering Pipeline: DEP invites comments on the proposed pipeline to connect the Vankirk natural gas well pad in the west to a tie-in point along the existing MarkWest Franklin Lakeview to Folly Hollow pipeline in the east located in North Franklin and South Franklin Townships, Washington County.   (PA Bulletin, page 5513)

-- SWN Production Company, LLC - Surface Water Withdrawal, Water Pipelines: DEP issued a Chapter 105 permit to construct the facility in the North Branch Mehoopany Creek located in Forkston Twp., Wyoming County.   (PA Bulletin, page 5532)

-- Marathon Petroleum Company, LP - Monongahela River Barge Docking Facility Dredging: DEP issued an amended Chapter 105 permit to consent to dredging at the facility located in Jefferson Hills Borough, Allegheny County. (PA Bulletin, page 5532)


Erosion & Sedimentation Permits

-- Eastern Gas Transmission & Storage Inc. - Unknown Project: DEP issued a Chapter 102 permit for a project impacting Leeds Hollow (Exceptional Value) and Hevner Run (Exceptional Value) streams located in Leidy Twp., Clinton County. (PA Bulletin, page 5533)

-- JKLM Energy LLC - Pipeline Project: DEP issued a Chapter 102 permit for a project impacting the Tioga River located in Lawrence Township and Lawrence Borough, Tioga County. (PA Bulletin, page 5533)

-- Chesapeake Appalachia LLC - Unknown Project: DEP issued a Chapter 102 permit for a project impacting Durell Creek and the Susquehanna River located in Asylum Twp., Bradford County.  (PA Bulletin, page 5534)

Act 14 Notices To Municipalities
