PA Oil & Gas Industrial Facilities: Permit Notices/Opportunities To Comment - September 30

The following DEP notices were published in the
September 30 PA Bulletin related to oil and gas industry facilities.  Many of the notices offer the opportunity for public comments.

-- The Department of Environmental Protection published notice in the September 30 PA Bulletin it has scheduled a public hearing on October 31 on a proposed Title V Air Quality Permit for the Eastern Gas Transmission South Oakford Natural Gas Compressor Station located in Hempfield Township, Westmoreland County(PA Bulletin, page 6076)  Read more here.


Land Recycling/Brownfield Cleanups

-- Coterra Energy, Inc. - R.Warriner Shale Gas Well Pad: DEP received Final Report on remediation of groundwater contaminated with diesel-based drilling mud at the facility located in Dimock Twp, Susquehanna County. (PA Bulletin, page 6101)

-- PA General Energy Company - Potato Creek 2H Shale Gas Well Pad: DEP received Final Report on remediation of soil and groundwater contaminated with: Soils- Chloride, Aluminum, Barium, Boron, Zinc, Lithium, Copper, Selenium, Strontium, Vanadium, Chromium;  Groundwater: Chloride, Aluminum, Barium, Boron, Zinc, Lithum, Copper, Selenium, Strontium, Vanadium, Chromium and Lead at the facility located in Norwich Twp., McKean County.  (PA Bulletin, page 6101

-- Eco-Energy Philadelphia Ethanol Terminal: DEP received a Remedial Investigation Report on the remediation of soil contaminated with benzo(a)pyrene, arsenic, thallium and benzene for the facility located at 4099 South Columbus Blvd, Philadelphia.  (PA Bulletin, page 6101


Storage Tank Corrective Action Cleanup Reports

-- Energy Transfer Marketing & Terminals, LP - Marcus Hook Terminal: DEP disapproved a Remedial Action Completion Report on the remediation of soil and groundwater contaminated with volatile organic compounds because it did not demonstrate attainment of Act 2 Land Recycling Program Statewide Health Standards for the facility located in Marcus Hook Borough, Delaware County.  (PA Bulletin, page 6114)

-- Energy Transfer Marketing & Terminals, LP - Marcus Hook Terminal: DEP disapproved a Remedial Action Completion Report on the remediation of soil and groundwater contaminated with petroleum products because it did not demonstrate attainment of Act 2 Land Recycling Program Statewide Health Standards for the facility located in Marcus Hook Borough, Delaware County.  (PA Bulletin, page 6114)

-- Terreva Renewable Energy, LLC - Landfill Gas Facility: DEP extended a temporary operating permit for the shakedown of a landfill gas facility in Wayne Twp., Clinton County. (PA Bulletin, page 6104

-- Laurel Mountain Midstream Operating, LLC - Brown Compressor Station: DEP extended a temporary operating permit for the facility located in Greene Twp., Greene County. (PA Bulletin, page 6104

-- EQM Gathering OPCO, LLC - Blue Moon Compressor Station: DEP extended a temporary operating permit for the facility located in West Pike Run Twp., Washington County. (PA Bulletin, page 6105

-- Columbia Gas Transmission, LLC - Artemas Compressor Station: DEP issued a revised Title V Air Quality Permit adding RACT 3 requirements for the facility located in Mann Twp., Bedford County.  (PA Bulletin, page 6105

-- Big Dog Energy, LLC - Waynesburg Compressor Station: DEP issued an administrative amendment to the Air Quality Permit for a change in ownership from Equitrans, LP for the facility located in Franklin Twp., Greene County. (PA Bulletin, page 6106
