DEP Posted 68 Pages Of Permit-Related Notices In August 19 PA Bulletin

Highlights of the environmental and energy notices in the
August 19 PA Bulletin-- 

-- The Environmental Quality Board published final regulations in the August 19 PA Bulletin on Noncoal Mining Clarifications and Corrections.


-- The Department of Environmental Protection published notice in the August 19 PA Bulletin inviting comments on proposed Vehicle Emission Inspection program certification for the Philadelphia Area.  Hearing set for Sept. 19 in DEP’s Southeast Regional Office starting at 2:00 p.m. 


-- PA Oil & Gas Industrial Facilities: Permit Notices/Opportunities To Comment - August 19  [PaEN]


-- The Department of Environmental Protection published notice in the August 19 PA Bulletin inviting comments on a 10-year renewal of the waste permit for the Covanta Plymouth Renewable Energy, LLC facility in Plymouth Twp., Montgomery County.  Deadline for comments October 18.  (PA Bulletin, page 5205)


-- The Department of Environmental Protection published notice in the August 19 PA Bulletin has banned the sale of electronic products by Proexpress Distribution, LLC in Pennsylvania as a result of non-compliance with the electronic waste recycling law.  (PA Bulletin, page 5249)


-- The Department of Environmental Protection published notice in the August 19 PA Bulletin inviting comments on a revised Chapter 105 encroachment permit for the PA General Energy Shawnee shale gas drilling water withdrawal structure and pipeline utility crossing built out of compliance with its original permit.  (PA Bulletin, page 5216)

The project is located in Gamble and Plunketts Creek Townships in Lycoming County and withdraws water from the Exceptional Value Loyalsock Creek.  

The deadline for comments to DEP is September 18.

The Susquehanna River Basin Commission is also accepting public comments on a major modification to its permit for the water withdrawal structure for the same reason.   Read more here.


-- The Department of Environmental Protection published these notices in the August 19 PA Bulletin relating to Philadelphia Refinery sites--

-- Evergreen Resources Management - Former Philadelphia Refinery Site: DEP received a Risk Assessment concerning remediation of soil and groundwater contaminated with lead and organics for the site located in the City of Philadelphia.  (PA Bulletin, page 5236)

-- Evergreen Resources Management - Philadelphia Energy Solutions Refinery Site: DEP received a Remedial Investigation Report on the remediation of groundwater contaminated with lead and petroleum hydrocarbons for the facility located in the City of Philadelphia.  (PA Bulletin, page 5237)


-- The Department of Environmental Protection published notice in the August 19 PA Bulletin it granted a variance to American Refining Group Refinery in Bradford, McKean County from the requirement to install emergency containment structures for 10 aboveground petroleum product storage tanks that meet a 1 x 10 to -6 maximum permeability requirement.   (PA Bulletin, page 5250)
