Even though the bills were not yet referred to the House Appropriations Committee, House Republicans have scheduled an off-the-floor meeting TODAY on the Senate’s Clean Power Climate Plan legislative review bill and legislation to make DEP start over to develop a new setting of drilling regs covering conventional oil and gas operations.
The bills include--
-- Senate Bill 1195 (White-R-Indiana) further providing for legislative review of any plan developed by DEP to implement the EPA Clean Power Climate Plan which was reported from the House Environmental Resources and Energy Committee Monday and is now on the House Calendar for action.
Rep. Maher (R-Allegheny), Majority Chair of the Committee, said a “technical amendment” will be offered on the House Floor Tuesday (today). If amended, the bill has to go back to the Senate for a concurrence vote.
-- Senate Bill 279 (Hutchinson-R-Venango) requiring DEP to start over to update its drilling regulations covering conventional oil and gas wells and creating the PA Grade Crude Development Advisory Council that was reported out of the House Environmental Resources and Energy Committee last week. The bill will have to go back to the Senate for a concurrence vote too since it was amended in Committee.
The language now in both bills is the result of an agreement between Senate and House Republicans and Gov. Wolf.
