The Department of Environmental Protection Wednesday said it has issued an air quality plan approval to Lackawanna Energy Center, LLC of Chicago, to construct and operate a 1500-megawatt natural gas fired power plant in Lackawanna County.
The facility will be located on Industrial Drive in Jessup, Lackawanna County.
“The department conducted a thorough and complete review of the application and determined it met all of the air quality regulations”, said Mike Bedrin, Director of the DEP Northeast Regional Office in Wilkes-Barre. “This plant will also have emissions testing, recordkeeping and continuous emission monitoring requirements to assist DEP in monitoring emissions from the facility to help ensure compliance.”
As part of the review process, the company was required to perform an air quality analysis that demonstrated the proposed facility would not cause or contribute to air pollution in violation of the National Ambient Air Quality Standards.
The department received the original plan approval application from Lackawanna Energy Center, LLC on June 11, 2014. A revised application was later submitted on November 3, 2014. Notification of receipt of both editions of the application was published in the PA Bulletin and the public was provided an opportunity to provide comments.
A public meeting and hearing regarding the plan approval application was held on September 2, 2015.

Water Permit Hearing
The department is also still reviewing Lackawanna Energy Center’s application for a National Pollutant Discharge Elimination (NPDES) permit to discharge treated wastewater from the facility into Grassy Island Creek.
A public meeting and hearing on that application is set for January 4 from 6:00 p.m. to 9:30 p.m. at Valley View High School in Archbald.
