DEP Renews Keystone Landfill Operating Permit, Separate Expansion Still Under Review

The Department of Environmental Protection Tuesday renewed the operating permit for Keystone Sanitary Landfill in the boroughs of Dunmore and Throop, Lackawanna County, for another ten years. The permit allows the landfill to continue operating as a municipal waste landfill at its existing facility until April 6, 2025.
The permit renewal is not associated with Keystone’s pending application before the department to expand its existing facility.
The department last renewed Keystone’s operating permit in March of 2005. That permit expired on April 6, 2015. Under Keystone’s renewal, no adjustments were made to existing permit limits.
“The permit application was thoroughly reviewed by our Waste Management staff and considered to be in compliance with all existing regulations and conditions,” said Mike Bedrin, director of DEP’s Northeast Regional Office.
Bedrin added that DEP is reviewing a separate permit application to expand the Keystone Landfill.
“The department held a public meeting at Dunmore High School on Wednesday, February 25 to discuss the expansion application. Given the level of interest, we’re in the process of making arrangements for a second public meeting and additional opportunity for public participation,” said Bedrin.
A separate announcement will be made once those details are finalized. In the meantime, the public may continue to submit comments to the department about Keystone’s permit expansion application, by mail to Roger Bellas, Waste Management Program Director, 2 Public Square, Wilkes-Barre, PA 18701 or by email to: rbellas@pa.gov.
