PUC Holds Oct. 7 Meeting To Hear Presentation On Recommendations For Grid Modernization To Develop New Electric Generation At 21 Deactivated Energy Sites To Support Large Loads

The
Public Utility Commission will hold a meeting October 7 to hear a presentation from KeyLogic, LLC on a preliminary report on recommendations for electric grid modernization to support the redevelopment of 21 deactivated energy sites across the state. (formal notice)

The meeting will be held in Hearing Room 1 of the Keystone Building from 9:30 a.m. to 4:00 p.m.  The meeting will be available online via the PUC’s livestream.

The presentation will focus on "data-driven recommendations to support energy growth and grid modernization across this Commonwealth" at 21 sites identified in the report.

The presentation will be followed by comments from panelists.

Analysis

The analysis identified 21 candidate deactivated energy sites across Pennsylvania to identify high-value redevelopment opportunities and to compare potential redevelopment pathways. 

The sites comprised retired coal, natural gas, and peaker plants amounting to 4.8 GW of total retired capacity. 

These sites will represent the highest-value opportunities to--

-- Accelerate deployment of new generation needed for PJM reliability.

-- Support large loads on compressed timelines.

-- Revitalize communities with legacy industrial assets.

-- Optimize transmission investments for maximum economic impact.

-- Create durable, long-term economic growth across PA. 

These former energy sites were identified in the report and the former fuels used there, include--

-- Armstrong County: Armstrong Power Station (coal)

-- Beaver County: AES Beavery Valley Partners Beaver Valley (coal)

-- Beaver County: FR Phillips (coal)

-- Blair County: Williamsburg (coal)

-- Cambria County: Cambria Cogeneration (coal waste)

-- Centre County: Milesburg (fuel oil)

-- Chester County: Cromby Generating Station (coal)

-- Clarion County: Piney Creek (coal waste)

-- Clinton County: Lock Haven (PennPower) (fuel oil)

-- Crawford County: Wayne (fuel oil)

-- Cumberland County: West Shore (fuel oil)

-- Erie County: Erie Mill (coal)

-- Erie County: North East Cogeneration Plant (natural gas)

-- Greene County: Hatfield Ferry Power Station (coal)

-- Luzerne County: Jenkins (fuel oil)

-- Luzerne County: Martins Creek LLC Harwood (fuel oil)

-- Luzerne County: Stanton (coal)

-- Montgomery County: Barbados (natural gas)

-- Philadelphia: Jefferson Smurfit Corp JSC (fuel oil)

-- Washington County: Elrama Power Plant (coal)

-- Washington County: Mitchell Power Station (coal)

The PUC is now accepting public comments on the report until October 14.
