DEP Invites Comments On Air Permit For Operating Natural Gas Boilers, Backup Generators At TECfusions Keystone LLC New Kensington Data Center In Westmoreland County; Stormwater Permit Issued

The Department of Environmental Protection published notice in the October 3 PA Bulletin inviting comments on an initial State Only Air Quality Operating Permit for natural gas boilers and backup generators at the TECfusions Keystone LLC New Kensington Data Center site in Upper Burrell Township, Westmoreland County.  (

The permit includes two (2) natural gas-fired boilers rated at 24.0 MMBtu/hr each, one (1) diesel-fired emergency generator engine rated at 600 Bhp, two (2) natural gas-fired emergency generator engines rated at 374 Bhp each, one (1) natural gas-fired emergency generator engine rated at 37.5 Bhp, and two (2) natural gas-fired emergency generator engines rated at 422 Bhp each.

Potential annual emissions from this facility are estimated as follows: 29.45 tons NOx, 2.27 tons VOC, 28.32 tons CO, 1.63 tons PM10, 1.63 tons PM2.5, 0.12 ton SO2, 0.93 ton total HAPs, and 25,414.23 tons of GHG as CO2e. 

No hearing has been scheduled, but one may be requested.

Comments are due November 2-- 30 days from this notice.

Stormwater Permit

DEP published notice in the October 3 PA Bulletin announcing the Westmoreland Conservation District issued a PAG-02 General Stormwater Permit (PAC650493) to TECfusions Keystone LLC for the data center project site located in Upper Burrell and Washington Townships, Westmoreland County. (PA Bulletin, page 6555)

Aggrieved persons have 30 days from this notice to file an appeal with the Environmental Hearing Board.
