PA Environment Digest Blog: DEP Issued 13 Conventional Oil & Gas Well Owners Violations Covering Up To 988 Wells For Failing To Submit Annual Production, Waste Generation, Disposal Or Well Integrity Reports; A Step To Well Abandonment

On December 2, 2025, the Department of Environmental Protection issued violations to 13 conventional oil and gas well owners for failing to submit annual production, waste generation/disposal or well integrity reports for the up to 988 wells they own.

Failing to submit these reports is an indication well owners may be going down the road toward abandoning their wells on taxpayers.

The well owners receiving violations include--

-- Autumn Ridge Energy LLC: Holds 75 permits

-- DN Stover Inc.: Holds 121 permits

-- H & R Resources LLC: Holds 109 permits

-- Kyle McNeal & Steven McNeal dba Forest Chem: Holds 60 permits

-- L&H Energy Co. Inc.: Holds 102 permits

-- Plan B Oil Co.: Holds 27 permits

-- RAR Energy LLC: Holds 54 permits

-- Reclusive Energy LLC: Holds 26 permits

-- Red Jacket Energy LLC: Holds 102 permits

-- David M. Repasky: Holds 135 permits

-- Jeffrey A. Repasky: Holds 76 permits

-- William M. Mauersberg: Holds 68 permits
