PA Oil & Gas Industrial Facilities: Permit Notices, Opportunities To Comment - October 25

The following notices were published in the
October 25 PA Bulletin related to oil and gas industry facilities.  Many of the notices offer the opportunity for public comments.

 -- DEP published notice in the October 25 PA Bulletin announcing it has issued a State Air Quality Permit to KDI Wyalusing Power LLC for the proposed 248 MW Wyalusing Energy Center natural gas-fired power plant to serve the Klondike data center project in Wyalusing Township, Bradford County.   (PA Bulletin, page 7458Read more here.


-- DEP published notice in the October 25 PA Bulletin extending the three Air Quality Permits needed for the continued temporary operation of the Shell Petrochemical Plant in Potter Township, Beaver County until a full Title V Air Quality permit can be put in place. -- DEP published notice in the October 25 PA Bulletin announcing a December 17 hearing on a revised Air Quality Permit and State Implementation Plan Approval for the PEI Power LLC natural gas power plant in Archbald Borough, Lackawanna County. (PA Bulletin, page 7432)   Read more here.


-- DEP published notice in the October 25 PA Bulletin inviting comments on a minor modification to an Air Quality Plan approval for 76 Emergency Generators For the Amazon Data Services, Inc. data center related to catalytic reduction bed temperatures required on start-up at the facility located in Falls Twp., Bucks County. Land Recycling/Brownfield Cleanups

-- Coterra Energy, Inc. - E. Bunnell Shale Gas Well Pad 2: DEP received a Final Report on remediation of soil contaminated with ethylene glycol to meet the Statewide Health Standards at the pad located in Dimock Twp., Susquehanna County. (PA Bulletin, page 7454)


2025 Act 2 Oil & Gas Facility Pollution Cleanups

So far in 2025, DEP received or acted on 149 Act 2 Land Recycling notices related to oil and gas facility site cleanups.

-- Southern Alleghenies Biogas, LLC - Landfill Gas Facility: DEP issued a WMG-55 General Waste Permit for a landfill gas facility located in Conemaugh Twp., Somerset County. (PA Bulletin, page 7456)

-- CNX Gas Company, LLC - Bell Point Aboveground Storage Tank Facility: DEP issued a WMGR-123 General Permit for processing oil and gas wastewater at the facility located in Bell Twp., Westmoreland County. (PA Bulletin, page 7456)

-- Range Resources-Appalachia, LLC - SJ Exploration Water Storage Facility: DEP issued a WMGR-123 General Permit for processing oil and gas wastewater at the facility located in Independence Twp. Beaver County. (PA Bulletin, page 7456)
