PA Oil & Gas Industrial Facilities: Permit Notices, Opportunities To Comment - October 18

The following notices were published in the October 18 PA Bulletin related to oil and gas industry facilities.  Many of the notices offer the opportunity for public comments.

-- On October 15, DEP announced it has eliminated its backlog of 2,402 permits and acted on 30,430 permit applications since the beginning of the year.  Read more here.

-- DEP published notice in the October 18 PA Bulletin inviting comments on a Sabre Energy Development LLC Chapter 105 permit application for a surface water withdrawal structure and associated facilities on the Exceptional Value Muncy Creek in Penn Township, Lycoming County.  The facilities covered by the application include the surface water withdrawal structure, a 12-inch water pipeline and an aboveground water storage tank.  (PA Bulletin, page 7316)   Read more here.

-- EQT Production Co. - R. Smith Shale Gas Well Pad: DEP received a Notice of Intent to remediate soil contaminated with production wastewater (strontium and lithium) to meet the Statewide Health Standard at the pad located in Carroll Twp., Washington County.  (PA Bulletin, Page 7306)

-- American Refining Group - Bradford Refinery McKean County: DEP received a Final Report on remediation of soil contaminated with benzene, ethylbenzene, isopropylbenzene (cumene), methyl-tert-butyl ether, naphthalene, toluene, 1,2,4-trimethylbenzene, 1,3,5-trimethylbenzene, anthracene, benzo(a)anthracene, benzo(a)pyrene, benzo(b)fluoranthene, benzo(g,h,i)perylene, chrysene, fluorene, phenanthrene, and pyrene to meet the Statewide Health Standards at the facility located in Foster Twp., McKean County. -- EQT Production Co. - I-70 Wastewater Pond #2: DEP received a Final Report on remediation of soil and groundwater contaminated with production wastewater-- chlorides, aluminum, barium, boron, iron, lithium, manganese, selenium, strontium, vanadium for soils zinc for groundwater to meet the Statewide Health and Background Standards at the facility located in South Strabane Twp., Washington County.  (PA Bulletin, Page 7330)

-- Sunoco Inc. - Philadelphia Refinery Sitewide: DEP issued a Technical Deficiency letter on a Risk Assessment/Cleanup Plan on the remediation of soil and groundwater contaminated with lead, inorganics and fuel oil at the site located at 3144 West Passyunk Avenue in Philadelphia. -- Bellwether District Holdings - Philadelphia Energy Solutions Refinery Units 136/137: DEP Disapproved a Final Report on remediation of soil contaminated with unleaded gasoline to meet the Statewide Health Standard at the facility located at 3144 West Passyunk Avenue in Philadelphia. -- MarkWest Liberty Midstream & Resources, LLC - Imperial Compressor Station: DEP approved a Final Report on remediation of soil and groundwater contaminated with benzene, toluene, ethylbenzene, xylenes, cyclohexane, naphthalene for soil benzene, 1,2,4 trimethylbenzene, 1,3,5 trimethylbenzene, toluene, ethylbenzene, xylenes, cyclohexane for groundwater to meet Statewide Health Standards at the facility located in Robinson Twp., Washington County. 2025 Act 2 Oil & Gas Facility Pollution Cleanups

So far in 2025, DEP received or acted on 148 Act 2 Land Recycling notices related to oil and gas facility site cleanups.

Air Quality Permits - Issued

-- National Fuel Gas Supply Corp. - Marvindale Compressor Station: DEP issued a renewal of a GP-5 Air Quality General Permit covering multiple air pollution sources at the facility located in Sergeant Twp., McKean County. (PA Bulletin, Page 7331)

-- Minard Run Oil Company - Electric Generator Site: DEP issued a GP-16 Air Quality General Permit for the facility located in Howe Twp., Forest County.  (PA Bulletin, Page 7331)

-- Laurel Mountain Midstream Operating, LLC -  Cantaral Compressor Station: DEP renewed a GP-5 Air Quality General Permit for the facility located in Franklin Twp., Greene County. (PA Bulletin, Page 7331)

-- Sunoco Pipeline LP-  Vanport Tank Farm: DEP issued a GP-2 Air Quality General Permit for the facility located in Brighton Twp., Beaver County. (PA Bulletin, Page 7332)

-- XTO Energy Inc. - Bachelder Shale Gas Well Pad: DEP approved a de minimis emission increase for wastewater storage tanks at the site located in Penn Twp., Butler County. (PA Bulletin, Page 7334)
