PA Oil & Gas Industrial Facilities: Permit Notices, Opportunities To Comment - June 7

The following notices were published in the
June 7 PA Bulletin related to oil and gas industry facilities.  Many of the notices offer the opportunity for public comments.

Land Recycling/Brownfield Cleanups

-- EQT Corporation - Gregor Shale Gas Well Pad: DEP approved a Final Report on remediation of soil contaminated with production wastewater (aluminum, barium, boron, chloride, iron, lithium, manganese, selenium, strontium, vanadium, and zinc) to meet the Statewide Health Standard at the pad located in Marianna Borough, Washington County.   (PA Bulletin, page 3955)


2025 Act 2 Oil & Gas Facility Pollution Cleanups

So far in 2025, DEP received or acted on 79 Act 2 Land Recycling notices related to oil and gas facility site cleanups.


Waste Permits - Rescinded

-- Range Resources-Appalachia, LLC - State Game Lands 232 Storage Tank Pad: DEP is rescinding a WMGR123 Waste General Permit at the request of the owner for the storage tank pad located in Blaine Twp., Washington County.  (PA Bulletin, page 3956)


Air Quality Permits - Comments

-- Eastern Gas Transmission & Storage, Inc. - Tioga Compressor Station: DEP invites comments on the renewal of a Title V Air Quality Permit for the facility located in Farmington Twp., Tioga County.  (PA Bulletin, page 3928)

-- Hickory Run Energy, LLC - 1,034 MW Natural Gas Power Plant: DEP invites comments on a Title V Air Quality Permit covering multiple sources of air pollution at the facility located in North Beaver Twp., Lawrence County.  (PA Bulletin, page 3928)

-- MarkWest Liberty Midstream & Resources, LLC - Smith Compressor Station: DEP invites comments on the renewal of  State Only Air Quality Permit for the facility located in Smith Twp., Washington County.  (PA Bulletin, page 3929)


Air Quality Permits - Issued

-- Opal Fuels, LLC - Landfill Gas Pipeline/Compressor: DEP issued an Air Quality Plan Approval extension to November 28 for the facility located in Robinson Twp., Washington County.  (PA Bulletin, page 3958)

-- Mountain Gathering - Forward Compressor Station: DEP issued an Air Quality Plan Approval  for the facility located in Forward Twp., Butler County.  (PA Bulletin, page 3959)


Chapter 105 Encroachment Permits - Comments

-- Leatherwood LLC - Conventional Well 1427 Plugging: DEP invites comments on a Chapter 105 permit for a conventional oil and gas well plugging in Morris Twp., Greene County.  (PA Bulletin, page 3939)


Chapter 105 Encroachment Permits - Issued

-- Appalachia Midstream Services LLC - 8-Inch Natural Gas Water  Pipeline: DEP issued a Chapter 105 permit for the pipeline project impacting an unnamed tributary of the Little Loyalsock Creek (Exceptional Value) located in Cherry Twp., Sullivan County. (PA Bulletin, page 3961)


Erosion & Sedimentation Permits - Issued

-- Appalachia Midstream Services LLC - Unknown Project: DEP issued a Chapter 102 permit for a project impacting a tributary to the Susquehanna River and Black Walnut Creek located in Braintrim Twp., Wyoming County. Received March 13, Issued May 22. (PA Bulletin, page 3962)

-- Chesapeake Appalachia, LLC - Pipeline Project: DEP issued a Chapter 102 permit for a pipeline project impacting Tuscarora Creek, Black Walnut Creek and Transue Creek in Tuscarora Twp., Bedford County and Braintrim and Meshoppen Townships, Wyoming County. -- CNX Midstream OPR Co LLC - WFN13 Shale Gas Well Pad - M1 Gas & Water Pipelines: DEP issued Chapter 102 permit for the project located in West Finley Twp., Washington County. Received Feb. 3, Issued May 21.  (PA Bulletin, page 3963)
