PA Oil & Gas Industrial Facilities: Permit Notices, Opportunities To Comment - June 8

The following DEP notices were published in the
June 8 PA Bulletin related to oil and gas industry facilities.  Many of the notices offer the opportunity for public comments.

Land Recycling/Brownfield Cleanups

-- Sun Pipeline LP - Elverson Value Station: DEP received an Notice of Intent to remediate soil and groundwater contaminated with unleaded gasoline to meet the Statewide Health Standards and the Site-Specific Standards at a site located in Elverson Borough, Chester County. (PA Bulletin, page 3210)

-- Philadelphia Energy Solutions Refining & Marketing LLC - Right-of-Way 3: DEP received a Notice of Intent to remediate a site contaminated with unknown substances to meet the Statewide Health Standards located at 3144 Passyunk Ave., Philadelphia.  (PA Bulletin, page 3210)

-- Chesapeake Appalachia, LLC - Dacheux Shale Gas Pad B: DEP received a Final Report on remediation of soil contaminated with diesel fuel to meet the Statewide Health Standards for the pad located in Cherry Twp., Sullivan County.  (PA Bulletin, page 3241)

-- Coterra Energy, Inc. - C. Larue Shale Gas Well Pad 2: DEP received a Final Report on remediation of groundwater contaminated by a release of petroleum-based drilling mud to meet the Statewide Health Standard at the pad located in Dimock Twp., Susquehanna County.  (PA Bulletin, page 3241)

-- EQT ARO LLC - Mallory Shale Gas Pad A: DEP received a Final Report on remediation of soil contaminated with production wastewater to meet the Statewide Health Standards at the pad located in Plunketts Creek Twp., Lycoming County. (PA Bulletin, page 3241)

-- Range Resources-Appalachia, LLC - Brownlee Kelley Shale Gas Well Pad: DEP received a Final Report on the remediation of soil contaminated with aluminum, barium, boron, chloride, iron, lithium, manganese, strontium, vanadium, zinc, and selenium to meet the Statewide Health Standards at the pad located in Hopewell Twp., Washington County. -- Repsol Oil & Gas USA, LLC - Red Burn Road Site: DEP approved a Final Report on remediation of soil contaminated with production wastewater and diesel fuel to meet the Statewide Health Standard at the site located in McIntyre Twp., Lycoming County. (PA Bulletin, page 3242)

-- EQT Corporation - Bristonia Road Incident: DEP approved a Final Report on the remediation of soil contaminated with chloride, aluminum, barium, boron, iron, lithium, manganese, selenium, strontium, vanadium, and zinc to the Statewide Health Standard at the site located in Center Twp., Greene County. (PA Bulletin, page 3244)

-- Olympus Energy - Calliope Shale Gas Well Pad: DEP approved a Final Report on the remediation of soil contaminated with aluminum, barium, boron, chloride, iron, lithium, manganese, selenium, strontium, vanadium, zinc, benzene, tert- butylbenzene, sec-butylbenzene, cyclohexane, ethylbenzene, isopropylbenzene (cumene), naphthalene, toluene, total, xylenes, trimethylbenzene, 1,2,4-trimethylbenzene, 1,3,5-, acenaphthene, anthracene, benzo(a)anthracene, benzo(a)pyrene, benzo(b)fluoranthene, benzo(g,h,i)- perylene, biphenyl, chrysene, fluoranthene, fluorene, indeno(1,2,3-cd) pyrene, 2-methylnaphthalene, phenan- threne, phenol and pyrene to meet the Statewide Health and Background Standards at the pad located in Upper Burrell Twp., Westmoreland County.  (PA Bulletin, page 3244)

-- CNX Gas Company, LLC - Maj 12 Shale Gas Well Pad: DEP approved a Final Report on the remediation of soil contaminated with aluminum, barium, boron, iron, lithium, manganese, selenium, strontium, vanadium, and zinc to meet the Statewide Health Standards at the pad located in Richhill Twp., Greene County. 2024 Land Recycling/Brownfield Cleanups

So far in 2024, DEP received or acted on 145 Act 2 Land Recycling notices related to oil and gas facility site cleanups.


Waste Permits

-- Chestnut Valley Biogas, LLC - Chestnut Valley Landfill: DEP approved a WMGM055 General Waste Permit for the facility located in German Twp., Fayette County.  (PA Bulletin, page 3211)

-- EQT Chap LLC - Dogbone Centralized Water Facility:  DEP revoked a WMGR123 Waste General permit for this facility for treating production wastewater because it was never constructed in Luzerne Twp., Fayette County.  (PA Bulletin, page 3245)

-- EQT Chap LLC - Herminie South Centralized Water Facility: DEP revoked a WMGR123 Waste General permit for this facility for treating production wastewater because it was never constructed in South Huntingdon Twp., Westmoreland County.   (PA Bulletin, page 3245)


Air Permits

-- Pine Run Midstream LLC - Bicker Compressor Station: DEP issued a GP-5 Air Quality General Permit renewal for the facility located in Winfield Twp., Butler County.  (PA Bulletin, page 3246)

-- Eastern Gas Transmission and Storage, Inc. - EGTS-Oakford Compressor Station: DEP issued a renewal of a Title V Air Quality Permit covering multiple sources of air pollution at the facility located in Salem Twp., Westmoreland County.  (PA Bulletin, page 3247)

-- Fayette Power Company LLC - Gas-Fired Power Plant: DEP issued a modified Title V Air Quality Permit covering multiple sources of air pollution for the facility located in German Twp., Fayette County.  (PA Bulletin, page 3247)

-- Lewis Run Gas Plant LLC - Lewis Run Gas Processing Plant: DEP issued a renewal of the Air Quality Permit covering multiple sources of air pollution for the facility located in Bradford Twp., McKean County.   (PA Bulletin, page 3247)

-- Columbia Gas Transmission LLC - Gas Storage Facility: DEP issued an Air Quality Permit covering multiple sources of air pollution for the facility located in East Donegal Twp., Lancaster County.   (PA Bulletin, page 3248)

-- Montour LLC - Power Plant Gas Conversion Project: DEP issued a revised Title V RACT 3 Air Quality Permit covering multiple sources of air pollution at the facility located in Derry Twp., Montour County.  (PA Bulletin, page 3249)

-- Eastern Gas Transmission and Storage, Inc. - North Summit Compressor Station: DEP approved a request for a de minimis increase in air pollution emissions at the facility located in North Union Twp., Fayette County. (PA Bulletin, page 3249)

-- Range Resources Corporation - Campbell Unit Shale Gas Well Pad: DEP approved a request for a de minimis increase in air pollution emissions at the facility located in Independence Twp.,  Washington County. (PA Bulletin, page 3250)

-- Range Resources Corporation - Hunter John Shale Gas Well Pad: DEP approved a request for a de minimis increase in air pollution emissions at the facility located in Donegal Borough, Washington County. (PA Bulletin, page 3250)

-- Range Resources Corporation - Margaria Raymond Shale Gas Well Pad: DEP approved a request for a de minimis increase in air pollution emissions at the facility located in Cross Creek Twp., Washington County. (PA Bulletin, page 3250)


Chapter 105 Encroachment Permits

-- National Fuel Gas Midstream Covington LLC - Pipeline Project: DEP invites comments on a Chapter 105 permit application for a pipeline project impacting Baldwin Run (High Quality) and Exceptional Value wetlands in Delmar Twp., Tioga County. (PA Bulletin, page 3224)

-- UGI Utilities, Inc. - Retiring Gas Pipeline: DEP invites comments on Chapter 105 permit application for retiring 2,741 feet of existing steel and plastic gas pipeline and install 3,650 feet of replacement pipeline impacting unknown streams and wetlands  in Jackson Township, Tioga County.  (PA Bulletin, page 3225)

-- Chesapeake Appalachia, LLC - Pipeline:  DEP issued a Chapter 105 permit for a project impacting Little Loyalsock Creek (Exceptional Value) and Exceptional Value wetlands located in Cherry Twp., Sullivan County.  (PA Bulletin, page 3253)

-- Highland Field Services, LLC - 2 Pipelines connecting the Clermont Storage Facility and  Shawmut Grade Tank Farm: DEP issued a Chapter 105 permit impacting South Fork West Branch Potato Creek (High Quality), Lick Run (High Quality), East Granch Clarion River (High Quality) and Exceptional Value wetlands located in Sergeant and Norwich Townships, McKean County. -- Chesapeake Appalachia, LLC - Shale Gas Well Pad: DEP approved an Environmental Assessment for the pad located in Litchfield Twp., Bradford County.   (PA Bulletin, page 3256)
