The Department of Conservation and Natural Resources published notice of the final technical guidance imposing a $40 convenience fee for receipts from permit reviews done through its on PA Natural Diversity Inventory Environmental Review Tool-- renamed the PA Conservation Explorer-- in the March 5 PA Bulletin.
