PA Oil & Gas Industrial Facilities: Permit Notices, Opportunities To Comment - November 9

The following notices were published in the
November 9 PA Bulletin related to oil and gas industry facilities.  Many of the notices offer the opportunity for public comments.

Land Recycling/Brownfield Cleanups

-- Repsol Oil & Gas USA, LLC - Caprio Shale Gas Well Pad: DEP received a Final Report on remediation of soil and groundwater contaminated with production wastewater to meet the Statewide Health Standards at the pad located in Apolacon Twp., Susquehanna County.  (PA Bulletin, page 7425)

-- Coterra Energy, Inc. - D.Lewis Shale Gas Well Pad:  DEP approved a Final Report on remediation of soil contaminated with oil-based drilling mud at the pad located in Bridgewater Twp., Susquehanna County.  (PA Bulletin, page 7426)

-- Coterra Energy, Inc. - J. Busik Shale Gas Well Pad: DEP approved a Final Report on remediation of soil contaminated with diesel to meet the Statewide Health Standards at the pad located in Dimock Twp., Susquehanna County.  (PA Bulletin, page 7426)

-- Diversified Production LLC - Pickup Unit 1: DEP approved a Final Report on remediation of soil contaminated with Aluminum, Barium, Boron, Chloride, Iron, Lithium, Manganese, Selenium, Strontium, Vanadium, and Zinc (production wastewater) to meet Statewide Health Standards at the well located in Green Twp., Indiana County. 2024 Act 2 Oil & Gas Facility Pollution Cleanups


So far in 2024, DEP received or acted on 244 Act 2 Land Recycling notices related to oil and gas facility site cleanups. 


Waste Permits

-- Range Resources-Appalachia, LLC: DEP invites comments on General Waste Permit WMGR123 for treatment of oil and gas wastewater for 1.3 million gallon open-air aboveground storage tank to support shale gas development located in Robinson Twp., Washington County.  Deemed complete Oct. 29. Air Quality Permits

-- Equitrans, LP - Denny Hill Road Compressor Station: DEP invites comments on a Title V/RACT III Air Quality permit covering multiple air pollution sources at the facility located in Jefferson Twp., Greene County. (PA Bulletin, page 7399)

-- Pin Oak Energy Partners, LLC - Apted Compressor Station: DEP approved an Air Quality Operating Permit covering multiple sources of air pollution at the facility located in Greene Twp., Greene County. Received Oct. 21. Approved Oct. 24. (PA Bulletin, page 7428)

-- Loan Asset Ossuer LLC - Series 2021 NG-1 Compressor Station: DEP approved an Air Quality Operating permit covering multiple sources of air pollution at the facility located in West Finley Twp., Washington County. Received July 11. Approved. Oct. 25.  (PA Bulletin, page 7428)

-- Sandy Run Landfill, LLC - Landfill Gas Facility: DEP approved an Air Quality Plan Approval covering multiple sources of air pollution at the facility located in Broad Top Twp., Bedford County.  Received Feb. 19.  Approved Oct. 22.  (PA Bulletin, page 7428)

-- Texas Eastern Transmission LP - Shermans Dale Compressor Station: DEP approved an Air Quality Plan Approval covering multiple sources of air pollution at the facility located in Carroll Twp., Perry County. (PA Bulletin, page 7430)


Chapter 105 Encroachment Permits

-- Chesapeake Appalachia LLC - 16-Inch Water Pipeline: DEP published this correction to an earlier notice inviting comments on a Chapter 105 permit for this project impacting multiple stream crossing on South Branch Towanda Creek, Satterlee Run (High Quality), Ladds Creek, Black Creek (Exceptional Value) and Exceptional Value wetlands located in Albany, Monroe and Overton Townships, Bradford County.  (PA Bulletin, page 7406)

-- PennEnergy Resources, LLC - 4 Miles Of Plastic 12-Inch, 12-Inch, 16-Inch Water Pipelines: DEP approved Chapter 105 permits for the pipeline projects impacting Rough Run (High Quality) and Exceptional Value wetlands at multiple stream crossings located in Winfield Twp., Butler County.  Received July 31. -- Chesapeake Appalachia, LLC - Unknown Project: DEP approved a Chapter 102 permit for a project impacting Tuscarora Creek and Little Meshoppen Creek in Auburn Twp., Susquehanna County.  Received May 3.  Approved Oct. 28.  (PA Bulletin, page 7436)

-- EQM Gathering OPCO LLC - Unknown Project: DEP approved a Chapter 102 permit for a project impacting Red Run (High Quality), Findley Run (High Quality), Laurel Run (High Quality), Risinger Run (High Quality), Wildcat Run (High Quality), Clark Run (High Quality) and Rummel Run located in Jackson Twp., Cambria County. -- MarkWest Liberty Midstream & Resources LLC - Conner Lateral Pipeline: DEP approved a Chapter 102 permit for a pipeline project impacting Millers Run located in Cecil Twp., Washington County. Received Oct. 10. Approved Oct. 24.  (PA Bulletin, page 7436)

-- EQM Gathering OPCO LLC - SLPA-0542 Landslide Remediation: DEP approved a Chapter 102 permit for a project impacting Patterson Run located in Whiteley Twp., Greene County.  Received Sept. 19.  Approved Oct. 25.   (PA Bulletin, page 7436)

-- CNX Gas Co LLC - Mamont 12 Shale Gas Well Pad: DEP approved a Chapter 102 permit for a well pad project impacting Wolford Run in Bell Twp., Westmoreland County.  Received July 30.  Approved Oct. 28.   (PA Bulletin, page 7437)

-- EQT Production Co. - Saison Shale Gas Well Pad: DEP issued a Chapter 102 permit for a well pad project impacting Job Creek in Jackson Twp., Greene County.  Received Oct. 10.  Approved Oct. 28.   (PA Bulletin, page 7437)

Act 14 Notices To Municipalities

Many communities and citizens are not aware that a state law passed in 1984 gives them the first chance to comment on Department of Environmental Protection permit applications even before they are submitted to the agency.   Read more here.
