PA Oil & Gas Industrial Facilities: Permit Notices, Opportunities To Comment - March 23

The following DEP notices were published in the
March 23 PA Bulletin related to oil and gas industry facilities.  Many of the notices offer the opportunity for public comments.

Land Recycling/Brownfield Cleanups

-- Leatherwood LLC - Bristor-Fonner Conventional Well: DEP received a Notice of Intent to remediate soil contaminated with crude oil and the well plugged so the property can continue to be used for residential purposes located in Morris Twp., Greene County.  (PA Bulletin, page 1588)

-- Chesapeake Appalachia LLC - Wissler Shale Gas Well Pad: DEP received a Final Report on remediation of soil contaminated with wastewater to the Statewide Health Standards at the pad located in McNett Twp., Lycoming County. (PA Bulletin, page 1616)

-- Chesapeake Appalachia LLC - Indian Foot Shale Gas Well Pad Road: DEP received a Final Report on remediation of soil contaminated with wastewater to Statewide Health Standards at the pad located in Monroe Twp., Bradford County.  (PA Bulletin, page 1616)

-- Sunoco Pipeline LP - Tinicum Release Site: DEP received a Remedial Investigation Report/Cleanup Plan on remediation of soil and groundwater contaminated with unleaded gasoline to a Site-Specific Standard at the location in Tinicum Twp., Delaware County.  (PA Bulletin, page 1617)

-- Greylock Production LLC - Wildcat Shale Gas Well Pad: DEP received a Final Report on remediation of soil contaminated with aluminum, barium, boron, chloride, iron, lithium, manganese, selenium, strontium, vanadium, and zinc to the Statewide Health Standards at the pad located in Whiteley Twp., Greene County.  (PA Bulletin, page 1617)

-- EQT Production Company - Barley Wine Shale Gas Well Pad: DEP received a Final Report on remediation of soil contaminated with chloride at the pad located in Jackson Twp., Greene County. (PA Bulletin, page 1617)

-- EQT Corporation - Rush Run Road Incident: DEP approved a Final Report on remediation of soil contaminated with chloride at the site located in Center Twp., Greene County. (PA Bulletin, page 1620)


2024 Act 2 Oil & Gas Facility Pollution Cleanups--

So far in 2024, DEP received or acted on 81 Act 2 Land Recycling notices related to oil and gas facility site cleanups.


Air Quality Permits

-- Tenaska PA Partners, LLC - Natural Gas-Fired Power Plant: DEP invites comments on a modification to an Air Quality Plan Approval to incorporate RACT III requirements for the facility located in South Huntingdon Twp., Westmoreland County.  (PA Bulletin, page 1592)

-- Energy Transfer Market & Terminal - Bulk Gasoline Terminal: DEP invites comments on the renewal of a Title V Air Quality permit for the facility located in East Whiteland Twp., Chester County. (PA Bulletin, page 1594)

-- Eureka Resources LLC - Standing Stone Treatment Plant: DEP invites comments on the renewal of a State Only Air Quality Operating Permit for the facility located in Standing Stone Twp., Bradford County. (PA Bulletin, page 1594)

-- Sunoco Partners Marketing & Terminals, LP - Altoona Petroleum Terminal: DEP invites comments on the renewal of a State Only Air Quality Operating Permit for facility located in Allegheny Twp., Blair County. (PA Bulletin, page 1595)

-- Pin Oak Energy Partners, LLC - McRoberts Compressor Station: DEP approved a change of ownership for an Air Quality Plan Approval for multiple sources of air pollution at the facility located in Darlington Twp., Beaver County. (PA Bulletin, page 1622)

-- EQM Poseidon Midstream LLC - Blue Moon Compressor Station: DEP approved an extension of the Air Quality Plan Approval to September 28, 2024 for multiple sources of air pollution at the facility located in West Pike Run Twp., Washington County. (PA Bulletin, page 1623)

-- Montour LLC - Montour Steam Electric Station Natural Gas/Coal: DEP approved a revised Title V Air Quality Permit incorporating RACT II requirements for the facility located in Derry Twp., Montour County. (PA Bulletin, page 1624)

-- Energy Transfer Marketing & Terminals, LP - Delmont Terminal: DEP approved a revised Title V Air Quality Permit for the facility located in Salem Twp., Westmoreland County. (PA Bulletin, page 1624)

-- MarkWest Liberty Midstream & Resources, LLC -Lowry Compressor Station: DEP approved a de minimis emissions increase in the gathering pipeline station located in Hopewell Twp., Washington County. (PA Bulletin, page 1626)

-- Texas Eastern Transmission, LP - Uniontown Compressor Station: DEP approved a de minimis emissions increase at the facility located in North Union Twp., Fayette County.  (PA Bulletin, page 1626)


NPDES Stormwater Permit

-- National Fuel Gas Distribution Company - 8-Inch Gas Pipeline: DEP invites comments on an individual NPDES Stormwater Permit for a pipeline project impacting Conneaut Lake (High Quality) located in Conneaut Lake Boro and Sadsbury Twp., Crawford County.  (PA Bulletin, page 1584)

-- Coterra Energy, Inc.: DEP approved a Chapter 102 permit for a project impacting Thomas Creek located in Springville Twp., Susquehanna County.  (PA Bulletin, page 1630)

-- PennEnergy Resources, LLC: DEP approved a Chapter 102 permit for a project impacting Glade Run located in Middlesex Twp., Butler County.  (PA Bulletin, page 1630)
