PA Resources Council Seeks Vendor To Develop A Business Plan For A Hard-to-Recycle Materials Center For Allegheny County

On January 22, the PA Resource Council announced it released a Request for Proposals seeking a vendor to develop a business plan for a center for hard-to-recycle materials (CHaRM) to serve the City of Pittsburgh and Allegheny County.

Proposals must be submitted no later than 5 pm on Friday, February 16, 2024.

Qualifying vendors must possess expertise in the operations of recycling convenience centers/CHaRM facilities. 

Vendors must be knowledgeable in the establishment of recycling infrastructure and equipment, financial planning for recycling programs, and program implementation, and vendors must also be familiar with Pennsylvania state permitting laws for such sites.

For more than two decades, PRC has successfully operated electronics and tire recycling and household hazardous waste collections in Southwestern PA. 

Current PRC contracts with the City of Pittsburgh and Allegheny County facilitate collections serving more than 1.2 million residents. 

PRC now seeks to assist with the creation of a recycling convenience center to collect such materials year-round.

According to PRC administrators, a CHaRM (Center for Hard to Recycle Materials) is needed in Allegheny County to ensure basic recycling for the region’s most underserved communities, to prevent illegal dumping, and to promote local circular economies. 

PRC seeks assistance in developing a business plan to lay out the groundwork to help make this happen.
