PA Oil & Gas Industrial Facilities: Permit Notices/Opportunities To Comment - January 6

The following DEP notices were published in the
January 6 PA Bulletin related to oil and gas industry facilities.  Many of the notices offer the opportunity for public comments.

-- The Department of Environmental Protection published notice in the January 6 PA Bulletin announcing it has disapproved an Act 2 Land Recycling Risk Assessment December 21 on remediation of soil and groundwater contamination at the American Refining Group, Inc. Refinery in the City of Bradford, McKean County.  DEP said the report did not demonstrate attainment of the site-specific Act 2 Land Recycling Standard.   (PA Bulletin, page 54)   Read more here.


Land Recycling/Brownfield Cleanups

-- Monroe Energy, LLC - Trainer Refinery Tank 95: DEP received a Final Report on remediation of soil contaminated with crude oil at the facility located in Trainer Borough, Delaware County.  (PA Bulletin, page 53)

-- Philadelphia Energy Solutions Refinery: DEP received a Remedial Investigation Report on remediation of soil and groundwater contaminated with lead and petroleum at the facility located at 3144 Passyunk Ave., Philadelphia.  (PA Bulletin, page 53)

-- SWN Production Company, LLC - Fiondi Shale Gas Well Pad: DEP received a Final Report on remediation of soil contaminated with well cleanout fluid for the pad located in Middletown Twp., Susquehanna County.  (PA Bulletin, page 52)

-- SWN Production Company, LLC - Moore West Shale Gas Well Pad: DEP received a Final Report on remediation of groundwater contaminated with drilling wastewater from the pad located in Silver Lake Twp., Susquehanna County.  (PA Bulletin, page 52)

-- Sunset Oil - Charles Valone 3 Conventional Well Site: DEP approved a Final Report on remediation of soil contaminated with acenaphthene, anthracene, benzo(a)anthracene, benzo- (a)pyrene, benzo(b)fluoranthene, benzo(g,h,i)perylene, bi- phenyl, chrysene, fluoranthene, fluorene, indeno(1,2,3- cd)pyrene, 2-methylnaphthalene, phenanthrene, phenol, pyrene, benzene, sec-butylbenzene, tert-butylbenzene, cyclohexane, ethylbenzene, isopropyl benzene, naphtha- lene, toluene, 1,2,4 trimethylbenzene, 1,3,5- trimethyl- benzene, and total xylenes for the well located in North East Twp., Erie County.  (PA Bulletin, page 54)

-- American Refining Group, Inc. - Refinery: DEP disapproved a Risk Assessment December 21 on remediation of soil and groundwater contamination because the report did not demonstrate attainment of the site-specific Act 2 Land Recycling Standards at the facility located in City of Bradford, McKean County.  (PA Bulletin, page 54)

Soil contamination included  Benzene, Toluene, Ethyl Benzene, Xylenes (total), Cumene (Isopropylbenzene), Methyl tert-Butyl Ether, Naphthalene, Trimethyl benzene, 1,2,4-(Trimethyl benzene, 1,3,4-), Trimethyl benzene, 1,3,5-, Fluorene, Phenanthrene, Anthracene, Pyrene, Chrysene, Benzo- (a)anthracene, Benzo(b)fluoranthene, Benzo(a)pyrene, and Benzo(g,h,i)perylene. 

Groundwater contamination included with Benzene, Toluene, Ethyl Benzene, Xylenes (total), Cumene (Isopropyl- benzene), Methyl tert-Butyl Ether, Naphthalene, Tri- methyl benzene, 1,2,4-(Trimethyl benzene, 1,3,4-), Trimethyl benzene, 1,3,5-, Phenanthrene, Pyrene, and Chrysene for EU-1E. 


Air Quality Permits

-- Eastern Gas Transmission & Storage, Inc. - Tioga Compressor Station: DEP is inviting comments on Air Quality Plan Approval for installation of air pollution control equipment to comply with RACT III requirements for the station located in Farmington Twp., Tioga County. (PA Bulletin, page 34)

-- ECC Windsor, Inc. - Coal Mine Methane Flaring Project: DEP is inviting comments on an Air Pollution Minor Operating Permit Modification for the facility located in Richhill Twp., Greene County. (PA Bulletin, page 36)

-- Peoples Natural Gas Company, LLC - Belknap Compressor Station: DEP approved a renewal of the Air Quality GP-5 permit for the facility located in Wayne Twp., Armstrong County.  (PA Bulletin, page 55)

-- CNX Gas Co. - NV-113 Shale Gas Well Pad: DEP approved an Air Quality Plan Approval for various air pollution sources at the well pad located in Morris Twp., Washington County.  (PA Bulletin, page 55)

-- Texas Eastern Transmission LP - Bernville Compressor Station: DEP approved a Title V Air Quality permit for the facility located in North Heidelberg Twp., Berks County. (PA Bulletin, page 58)

-- Sunoco Pipeline LP - 3- 4 Million Gallon Petroleum Distillate Storage Tanks: DEP approved the renewal of an Air Quality Synthetic Minor Permit for the facility located in West Brandywine Twp., Chester County. (PA Bulletin, page 58)


Chapter 105 Encroachment Permits

-- NFG Midstream Covington, LLC - Covington Pipeline Project:  DEP is inviting comments on a Chapter 105/ Section 401 Water Quality Certification for a portion of the Covington Pipeline Project impacting the West Branch Stony Fork (Exceptional Value) and certain Exceptional Value wetlands located in Delmar and Shippen Townships, Tioga County.  (PA Bulletin, page 40)

-- Highland Field Services, LLC - Clermont Storage Facility to Shawmut Grade Tank Farm Pipelines: DEP is inviting comments on a Chapter 105/ Section 401 Water Quality Certification for a project to install two buried 8-inch water pipelines and a third two-inch natural gas pipeline impacting the South Fork West Branch Potato Creek (High Quality), Lick Run (High Quality), East Branch Clarion River (High Quality) and certain Exceptional Value wetlands located in Sergeant and Norwich Townships, McKean County. -- Chesapeake Appalachia, LLC - 16-inch Water Pipeline: DEP approved a Chapter 105 permit for a pipeline project impacting Mill Creek (Exceptional Value) and certain Exceptional Value wetlands for a project located in Cherry Twp., Sullivan County. (PA Bulletin, page 60)

-- Eastern Gas Transmission & Storage - Stream Restoration Project To Protect Exposed 24-Inch Natural Gas Pipeline: DEP approved a Chapter 105/Section 401 Certification for a project impacting Sewickley Creek located in Sewickley Twp., Westmoreland County.  (PA Bulletin, page 64)

-- Eastern Gas Transmission & Storage - Stream Restoration Project to Protect 2 Exposed 20-Inch Natural Gas Pipelines: DEP approved a Chapter 105/Section 401 Certification for a project impacting Stockman Run located in Big Beaver and Koppel Boroughs, Beaver County. (PA Bulletin, page 64)

-- Transcontinental Gas Pipe Line Company, LLC - Stream Restoration Project to Protect Exposed Leidy Natural Gas Pipeline: DEP approved a Chapter 105/Section 401 Certification for a project impacting Kitchen Creek (High Quality) located in Fairmount Twp., Luzerne County. (PA Bulletin, page 64)

-- Appalachia Midstream Services LLC - Pipeline Project: DEP approved a Chapter 102 permit for a project impacting Ladds Creek, Deep Hollow Run (High Quality), Black Creek (Exceptional Value) and Saterlee Run (High Quality) located in Monroe and Overton Townships, Bradford County. -- Inflection Energy (PA), LLC - Pipeline Project: DEP approved a Chapter 102 permit for a project impacting Little Mill Creek (High Quality) located in Upper Fairfield Twp., Lycoming County.  (PA Bulletin, page 62)

-- APEX Energy PA, LLC: DEP approved a Chapter 102 permit for a project impacting Little Sewickley Creek located in Sewickley Twp., Westmoreland County. (PA Bulletin, page 62)

-- Laurel Mountain Production: DEP approved a Chapter 102 permit for a project impacting Bear Creek located in Parker Twp., Butler County. (PA Bulletin, page 62)

-- XTO Energy, Inc.: DEP approved a Chapter 102 permit for a project impacting Crab Run located in Prospect Borough, Butler County.  (PA Bulletin, page 62)

-- CNX Gas Co LLC - Mamont Shale Gas Well Pad: DEP approved a Chapter 102 permit for a project impacting Beaver Run located in Washington Twp., Westmoreland County. (PA Bulletin, page 62)
