PA Oil & Gas Industrial Facilities: Permit Notices/Opportunities To Comment - December 23

The following DEP and other notices were published in the
December 23 PA Bulletin related to oil and gas industry facilities.  Many of the notices offer the opportunity for public comments.

The Susquehanna River Basin Commission took these action on shale gas-related permits--

-- Approved Water Withdrawal Requests For Shale Gas Drilling In Loyalsock, Pine Creek Exceptional Value Watersheds: On December 14, the SRBC approved water withdrawal requests-- including seven related to shale gas drilling in Bradford, Lycoming, Snyder and Tioga counties and the Loyalsock and Pine Creek Exceptional Value Watersheds.  Read more here.

-- Approved 32 Shale Gas Well Pad Water Use General Permits In Bradford, Lycoming, Sullivan, Susquehanna, Tioga, Wyoming Counties: In November, the Executive Director of the SRBC gave his approval to 32 water use permits for individual shale gas well drilling pads in Bradford, Lycoming, Sullivan, Susquehanna, Tioga and Wyoming counties.  (formal notice) Read more here.


NPDES Water Quality Permit

-- Apollo Resources LLC - Scottdale Oil & Gas Wastewater Treatment Facility: DEP invites comments on the renewal of the NPDES Water Quality Permit for the facility located in East Huntingdon Twp., Westmoreland County.  (PA Bulletin, page 7961)


Chapter 105 Encroachment Permits

-- Pine Run Midstream, LLC - 3.2 Mile Trout Natural Gas Pipeline: DEP issued a Chapter 105/ Section 401 Certification for the pipeline project impacting Buffalo Creek (High Quality) and an Exceptional Value wetland located in North Buffalo and West Franklin Townships, Armstrong County.  (PA Bulletin, page 7993)


Erosion & Sedimentation Permits

-- Pennenergy Resources, LLC - Pipeline: DEP issued a Chapter 102 permit for a pipeline project impacting Sarver Run (High Quality) located in Buffalo, Clinton and Jefferson Townships and Saxonburg Borough, Butler County.  (PA Bulletin, page 7995)

-- Hyperion Midstream, LLC - Pipeline Project: DEP issued a Chapter 102 permit for a project impacting Porters Run (High Quality) located in Salem Twp., Westmoreland County.  (PA Bulletin, page 7995)

-- Pine Run Midstream, LLC - Pipeline Project: DEP issued a Chapter 102 permit for a project impacting Buffalo Creek (High Quality) located in North Buffalo and West Franklin Townships, Armstrong County. (PA Bulletin, page 7995)

-- Energy Petroco, LLC: DEP issued a Chapter 102 permit for a project impacting North Branch Bear Creek located in Allegheny Twp., Butler County. (PA Bulletin, page 7995)


Air Quality Permits

-- Mountain Gathering LLC - Forward Compressor Station: DEP invites comments on a State Only Air Quality Permit for multiple sources of air pollution at the facility located in Forward Twp., Butler County.  (PA Bulletin, page 7969)

-- EQM Gathering OPCO, LLC - Twilight Compressor Station: DEP invites comments on a State Only Air Quality Permit for multiple sources of air pollution at the facility located in West Pike Run Twp., Washington County.  (PA Bulletin, page 7970)

-- Coterra Energy, Inc. - Stoddard T. Shale Gas Well Pad: DEP issued an Air Quality Plan Approval covering multiple sources of air pollution, including pigging and other operations, for the facility located in Lenox Twp., Susquehanna County.  (PA Bulletin, page 7989)

-- Handsome Lake Energy, LLC - Natural Gas-Fired Power Plant: DEP issued a renewal of the Title V Air Quality for this facility located in Rockland Twp., Venango County. (PA Bulletin, page 7990)

-- Fairless Energy, LLC - Natural Gas-Fired Power Plant: DEP issued a renewal of the acid rain Air Quality Permit for the facility located in Falls Twp., Bucks County.  (PA Bulletin, page 7990)
