PA Oil & Gas Industrial Facilities: Permit Notices/Opportunities To Comment - October 7

The following DEP notices were published in the
October 7 PA Bulletin related to oil and gas industry facilities.  Many of the notices offer the opportunity for public comments.

-- The Department of Environmental Protection is inviting comments on a proposed Chapter 105 permit and Section 401 Water Quality Certification for three new PA General Energy shale natural gas and water pipelines in Cummings and McHenry Townships, Lycoming County.  (PA Bulletin, page 6237Read more here.


-- The Department of Environmental Protection is now accepting public comments on a proposed Chapter 105 permit and Section 401 Water Quality Certification for two proposed Olympus Energy, LLC water withdrawal structures in the Beaver Run Reservoir in Washington Twp., Westmoreland County to be used to support shale natural gas development.  (PA Bulletin, page 6242Read more here.

-- Chesapeake Appalachia LLC - Floydie BRA Shale Gas Well Pad: DEP received a Final Report on remediating soil contaminated with production wastewater for the site located in Tuscarora Twp., Bradford County. (PA Bulletin, page 6257)

-- Chesapeake Appalachia LLC - Wissler Shale Gas Well Pad: DEP received a Final Report on remediation of soil contaminated with production wastewater for the pad located in McNett Twp., Lycoming County. (PA Bulletin, page 6257)

-- XTO Energy, Inc. - Access Road Truck Rollover: DEP received a Final Report on remediation of soil contaminated with production wastewater for a site located in Chapman Township, Clinton County and Brown Townships, Lycoming County.  (PA Bulletin, page 6257)

-- Chesapeake Appalachia LLC - Fox Shale Gas Well Pad: DEP approved a Final Report on remediation of soil contaminated with lubricating oil for a site located in Mehoopany Twp., Wyoming County.  (PA Bulletin, page 6258)

-- Seneca Resources Company, LLC - E-09 Shale Gas Well Pad: DEP approved a Final Report on remediation of soil contaminated with aluminum, barium, boron, chloride, iron, lithium, manganese, selenium, strontium, and zinc for a site located in Jones Twp., Elk County.  (PA Bulletin, page 6258)

-- CPV Fairview, LLC - CPV Fairview Energy Center Natural Gas Power Plant: DEP invites comments on a modified Air Quality Plan Approval for this facility located in Jackson Twp., Cambria County.  (PA Bulletin, page 6229)

-- CPV Fairview, LLC - CPV Fairview Energy Center Natural Gas Power Plant: DEP invites comments on a modified Title V Air Quality Permit for this facility located in Jackson Twp., Cambria County.  (PA Bulletin, page 6229)

-- UGI Energy Services, LLC - Turbine Installation: DEP invites comments on proposed State Only Air Quality Permit for the installation of an additional natural gas-fired turbine at their facility located in Washington Twp., Wyoming County.  (PA Bulletin, page 6232)

-- Coterra Energy, Inc. - Halliday Shale Gas Well lPad Engine: DEP issued an Air Quality Permit for installation of an engine at the pad located in Bridgewater Twp., Susquehanna County.   (PA Bulletin, page 6260)

-- Adelphia Pipeline/Marcus Hook - Compressor Station:  DEP issued an Air Quality Plan Approval for the project located in Lower Chichester Twp., Delaware County. (PA Bulletin, page 6261)

-- Highland Field Service - Seven Mile Minerals - Oil/Gas Production Water Evaporation Facility: DEP extended an Air Quality Plan Approval to allow more time for shakedown and stack testing for the facility located in Sergeant Twp., McKean County. (PA Bulletin, page 6261)

-- Lackawanna Energy Center, LLC - Natural Gas Power Plant: DEP issued the Title V Air Quality Operating Permit for the power plant located in Jessup Borough, Lackawanna County.  (PA Bulletin, page 6261)

-- A&S Production, Inc. - Natural Gas Process Facility: DEP issued a State Only Air Quality Operating Permit covering multiple pollution sources for the facility located in Hickory Twp., Forest County. (PA Bulletin, page 6261)


NPDES Stormwater Permit

-- Philadelphia Energy Solutions Refining & Marketing LLC: DEP invites comments on proposed NPDES individual stormwater permit for The Bellwether District Life Sciences Campus project proposing to redevelop a portion of the former Philadelphia Energy Solutions site located north of Passyunk Avenue in Philadelphia.  (PA Bulletin, page 6219)
