PA Oil & Gas Industrial Facilities: Permit Notices/Opportunities To Comment - April 29

The following DEP notices were published in the
April 29 PA Bulletin related to oil and gas industry facilities.  Many of the notices offer the opportunity for public comments.

Land Recycling/Brownfield Cleanups

-- UGI Utilities, Inc. - fmr Bellefonte Manufactured Gas Plant: DEP received Remedial Investigation Report concerning remediation of soil and groundwater contaminated with coal tar and other contaminants at the MGP in Spring Township, Centre County.   (PA Bulletin, page 2376)

-- Chesapeake Appalachia, LLC - A&M Well Pad: DEP received a Final Report on remediation of soil contaminated with production wastewater at the well pad in Wilmot Township, Bradford County.  (PA Bulletin, page 2376)

-- Coterra Energy, Inc. - W.Wright Well Pad: DEP received a Final Report on remediation of soil contaminated with hydraulic fracturing fluid for the well pad in Bridgewater Township, Susquehanna County. (PA Bulletin, page 2376)

-- American Refining Group, Inc. - American Refining Facility: DEP received a Risk Assessment on remediation of soil and groundwater contaminated with arsenic, iron and manganese for the facility located in Bradford Township, McKean County.  (PA Bulletin, page 2377)


Water Quality Permit

-- Peoples Natural Gas Company - 12 Miles Gas Pipeline: DEP invites comments on NPDES Stormwater permit application for the project disturbing 37 acres in Amwell, Washington and West Bethlehem townships in Washington County and Greene County.  (PA Bulletin, page 2350)


Public Water Supply Permit

-- Eastern Gas Transmission & Storage, Inc. - Leidy Station Public Water Supply: DEP issued a Safe Drinking Water Supply Construction Permit for the facility in Leidy Township, Clinton County. (PA Bulletin, page 2375)


Chapter 105 Encroachment Permits

-- EQT ARO LLC - Temporary Natural Gas + Water Pipelines: DEP invites comments on Chapter 105 permit application for project with multiple stream crossings and wetland impacts related to Brown Run (High Quality) and McClure Run (High Quality) and wild trout streams in McHenry Township, Lycoming County.  (PA Bulletin, page 2363)

-- Coterra Energy, LLC - Kielar D Well Pad: DEP issued Chapter 105 permit to construct well pad and fill .20 acres of wetlands “for the safe development of Marcellus Shale production and conveyance to markets” in Lathrop Township, Susquehanna County.  (PA Bulletin, page 2384)

-- Chesapeake Appalachia, LLC: DEP issued a Chapter 102 erosion and sedimentation permit for a project impacting the Susquehanna River in Asylum Township, Bradford County.  (PA Bulletin, page 2386)

-- Coterra Energy, Inc.: DEP issued a Chapter 102 erosion and sedimentation permit for a project impacting East Branch Wyalusing Creek in Jessup Township, Susquehanna County. (PA Bulletin, page 2386)

-- EQM Gathering OPCO, LLC - Pipeline Project: DEP issued a Chapter 102 erosion and sedimentation permit for a pipeline project impacting Templeton Fork, Rocky Run, Robinson Fork, Enlow Fork, Dunkard Fork and Stone Coal Run in East Finley, West Finley and Richland Townships in Greene and Washington counties. -- Range Resources-Appalachia, LLC: DEP issued a Chapter 102 erosion and sedimentation permit for a project in Hanover Township, Beaver County.  (PA Bulletin, page 2386)

-- Columbia Gas Transmission LLC - Compressor Station Engine Replacement: DEP invites comments on Air Quality Plan Approval for this project in Mann Township, Bedford County.  (PA Bulletin, page 2353)

-- Halliburton Energy Services - Montgomery Field Camp Facility: DEP invites comments on proposed state-only Air Quality Permit for this natural gas drilling materials distribution facility in Clinton Township, Lycoming County. (PA Bulletin, page 2354)

-- CNX Gas Company, LLC. - Shale Gas Well Pad: DEP issued Air Quality Plan Approval for a shale gas well pad with seven wells in East Finley Township, Washington County. (PA Bulletin, page 2380)

-- MarkWest Liberty Midstream & Resources, LLC - Harmon Creek Gas Plant: DEP issued an Air Quality Plan Approval to install certain air pollution sources in Smith Township, Washington County. (PA Bulletin, page 2380)
