For his continued leadership in the development of the North Delaware Riverfront Greenway, along with over a decade of commitment on the Delaware River City Corporation’s board, PEC Executive Vice President Patrick Starr was honored as the recipient of DRCC’s 2016 Outstanding Service Award.
Starr was presented with the award at DRCC’s 2016 Spring Fling on May 12 at the Glen Foerd Mansion in Philadelphia.
“It is truly an honor to be recognized with such a distinguished award,” Starr said. “It has been rewarding for me, both professionally and personally, to have played a role in DRCC’s achievements through my work at PEC over the years.”
With one-third of the North Delaware Riverfront Greenway now completed, PEC was instrumental in its initial development dating back to the Renovating Post Industrial Landscapes study in 2001.
During Starr’s tenure on the board, DRCC has implemented two strategic plans, numerous gap studies, and crafted pivotal grant writing while hosting numerous officials and civic leaders to participate in the work of the Northeast Riverfront Taskforce.
Embodying its motto of “conservation through cooperation,” PEC worked with alongside DRCC, the City of Philadelphia, and the Department of Conservation and Natural Resources to develop Lardner’s Point Park along the Delaware River.
PEC facilitated planning and helped to raise funds that led to the debut of a new greenway master plan, while assisting in the evolution of Lardner’s Point Park from mere concept to reality.
In addition to his role with PEC and his work with the DRCC, Starr is also involved with the Pennsylvania Organization for Watersheds and Rivers, the Central Delaware Advocacy Group, and is the Vice Chair of the of the Circuit Coalition.
PEC has played a leading role in the Circuit’s development, as over 300 trail miles are already completed across a nine-county region, with the vision to expand into Northeast Pennsylvania.
Now in his 24th year with PEC, Starr coordinates PEC’s programs statewide, ranging from multi-purpose land and water trail work, achieving regulatory compliance and implementing green infrastructure, while also engaging in energy and climate programs.
In addition to Starr, other honorees at the annual Spring Fling ceremony included Mark Hankin (Robert A. Borski Award for Lifetime Achievement), the Youth Volunteer Corps (Community Service Organization of the Year), and Mike Nucci, who received the Certificate of Appreciation for Volunteerism.
