In Memoriam: Andy Zemba, Director Of DEP’s Interstate Waters Office

Andy Zemba, 50, a long-time employee of the Department of Environmental Protection, passed away on Sunday.

As Director of the Office Of Interstate Waters, Andy was a critical figure in developing policies and programs and overseeing activities related to meeting Pennsylvania’s commitments to cleaning up the Chesapeake Bay Watershed.
He frequently represented DEP on issues related to the Delaware, Potomac and Susquehanna river basin commissions, the Ohio River Watershed, the Great Lakes, and Pennsylvania’s Coastal Zones on Lake Erie and the Delaware Estuary.
Andy started his career at DEP as a Stack Inspector in the Air Quality Program.  
He served as the Executive Assistant for the Deputy Secretary for Water Management until becoming the Assistant Director in the Water Planning Office.
He was key in managing the development of the first comprehensive State Water Plan and critical to the development DEP’s Nutrient Trading Program.
Prior to his service at DEP, he was a Missile Launch Officer in the United States Air Force.
“Andy was one of the most dedicated and unassuming people I know, but passionate about protecting the environment,” said former DEP Secretary David Hess.  “His contributions to developing and improving water protection and restoration programs in DEP have been significant and will be long-lasting.  He will be missed tremendously by the many professionals who worked by his side.”
There will be a viewing on January 6 from 5:00 to 8:00 p.m. at the Parthemore Funeral Home, 1303 Bridge Street, New Cumberland, PA.  
The funeral service will be held on January 7 at 11:00 at St. Theresa’s Church, 1300 Bridge Street, New Cumberland.
In lieu of flowers Mrs. Zemba is setting up a college trust fund for their children. Checks should be made payable to the Matthew Zemba and Laura Zemba Educational Trust and mailed to 492 Skyline Rd. New Cumberland, PA 17070.
