For the more than 370 Pennsylvania townships mandated to be part of the MS4 program, compliance means a lot more than knowing where their stormwater goes. That’s become increasingly clear as the U.S. Environmental Protection Agency has stepped up inspections and levied fines for noncompliance. Time To Plan For TMDLs
