House Bill 2393 (Kampf-R-Chester) providing a program to extend natural gas delivery to unserved or underserved areas- sponsor summary-- was reported out of the House Consumer Affairs Committee Tuesday and Tabled.
“I have heard from many constituents that they would like to take advantage of natural gas service in their neighborhoods, but currently there are too many barriers to entry,” Rep. Warren Kampf said. “This common-sense reform will make natural gas line extension projects more affordable to consumers without placing additional financial burdens on existing ratepayers.”
The cost of adding gas service to a neighborhood can currently exceed $20,000 per home, and these costs must be paid in advance of the service being completed. House Bill 2393 extends payment terms to allow greater affordability for consumers who would like to use Pennsylvania’s abundant natural gas resources.
Rep. Kampf’s legislation would also require natural gas utilities to file a plan with the Public Utility Commission proposing a pilot or permanent program to extend natural gas distribution service to unserved and underserved areas of the Commonwealth.
The plan filed by each natural gas distribution company would contain a program to enhance the affordability of natural gas line extensions to consumers, including on-bill payment options.
“The availability of low-cost natural gas supply has increased the demand for gas distribution line extensions among residential consumers,” Rep. Kampf said. “We must make it easier for consumers to tap this affordable, abundant energy source.”
