PA Oil & Gas Industrial Facilities: Permit Notices, Opportunities To Comment - March 16

The following DEP notices were published in the
March 16 PA Bulletin related to oil and gas industry facilities.  Many of the notices offer the opportunity for public comments.

-- The Department of Environmental Protection published a notice in the March 16 PA Bulletin saying it issued a deficiency letter to the Shell Petrochemical Plant in Beaver County on February 6, 2024 which said a Final Report Shell submitted under the Act 2 Land Recycling Program "did not demonstrate attainment of the Statewide Health and Site-Specific cleanup standards.”  (PA Bulletin, page 1412)


-- Susquehanna River Basin Commission published notice in the March 16 PA Bulletin its Executive Director gave his approval to 30 water use general permits for individual shale gas well drilling pads in Bradford, Clearfield, Lycoming, Sullivan, Susquehanna, Tioga, Wyoming counties.  Read more here.


Land Recycling/Brownfield Cleanups

-- Chesapeake Appalachia LLC - Kingsley Shale Gas Pad: DEP received a Final Report on remediation of soil contaminated with lube oil to meet the Statewide Health Standard at the pad located in Monroe Twp., Bradford County.  (PA Bulletin, page 1409)

-- Chesapeake Appalachia LLC - Shumburst Shale Gas Pad:  DEP received a Final Report on remediation of soil contaminated with drilling wastewater to the Statewide Health Standard at the pad located in Tuscarora Twp., Bradford County.   (PA Bulletin, page 1409)

-- Range Resources-Appalachia, LLC - Cornwall Mountain Shale Gas Pad: DEP received a Final Report on remediation of soil contaminated by drilling wastewater to the Statewide Health Standard at the pad located in Lewis Twp., Centre County.  (PA Bulletin, page 1410)

-- Inflection Energy (PA) LLC - Reynolds Wastewater Release: DEP received a Final Report on remediation of soil contaminated by drilling wastewater to Statewide Health Standards at the pad located in Gamble Twp., Lycoming County. (PA Bulletin, page 1410)

-- Leatherwood LLC - Hopkins Shale Gas Well Pad: DEP received a Final Report on remediation of soil contaminated with aluminum, barium, boron, chloride, iron, lithium, manganese, selenium, strontium, vanadium, and zinc to the Statewide Health Standards at the pad located in Morris Twp., Greene County. -- Penneco Oil Company, Inc. - Pettit #6 Shale Gas Well Pad: DEP received a Final Report on remediation of soil contaminated with cenaphthene, anthracene, benzo(a)anthracene, benzo(a)pyrene, benzo(b)- fluoranthene, benzo(g,h,i)perylene, biphenyl, chrysene, fluoranthene, fluorene, indeno(1,2,3-cd)pyrene, 2-methyl- aphthalene, phenanthrene, pyrene, benzene, sec-butyl-benzene, tert-butylbenzene, cyclohexane, ethylbenzene, isopropyl benzene (cumene), naphthalene, toluene, 1,2,4- trimethylbenzene, 1,3,5-trimethylbenzene, xylene, and phenolics to the Statewide Health Standard at the pad located in Richhill Twp., Greene County.  (PA Bulletin, page 1410)

-- Philadelphia Energy Solutions Refinery: DEP approved a Remedial Investigation Report on remediation of soil and groundwater contaminated with lead and petroleum hydrocarbons to the Site-Specific Standards for the facility located at 3144 Passyunk Ave., Philadelphia.  (PA Bulletin, page 1412)

-- Shell Chemical Appalachia, LLC - Former Horsehead Corp. facility, now the Shell Petrochemical plant: DEP issued a deficiency letter on February 6, 2024 on the Final Report demonstrating  remediation of soil and groundwater contamination met  Statewide Health and Site-Specific Standards for the facility located in Potter Township, Beaver County.  Shell will now have the opportunity to respond to the deficiencies. 2024 Act 2 Oil & Gas Facility Pollution Cleanups

So far in 2024, DEP received or acted on 74 Act 2 Land Recycling notices related to 74 oil and gas facility site cleanups. 


Waste Permits

-- Range Resources-Appalachia, LLC - Lardintown Road Wastewater Storage Facility: DEP issued a WMGR123 Residual Waste General permit for a wastewater storage facility located in Fawn Twp., Allegheny County. (PA Bulletin, page 1413).


Air Quality Permits

-- Range Resources-Appalachia, LLC - Godwin George Shale Gas Well Site: DEP issued an Air Quality Plan Approval to continue operation of multiple air pollution sources at the well pad located in Cross Roads Borough, Washington County(PA Bulletin, page 1413).

-- EQM Gathering Opco, LLC - White’s Ridge Dehydration Station: DEP issued an Air Quality Plan Approval to construct multiple sources of air pollution at the facility located in Waynesburg  Borough, Greene County. (PA Bulletin, page 1413)

-- Eastern Gas Transmission & Storage, Inc. - Tioga Compressor Station: DEP issued Air Quality Plan Approval for the operation of air pollution control equipment to meet RACT III requirements for the facility located in Farmington Twp., Tioga County. (PA Bulletin, page 1414)

-- GROWS Landfill - Enclosed Gas Flare: DEP issued an extension of its Air Quality approval to demonstrate compliance with sulfur oxide limits for the facility located in Falls Twp., Bucks County.  (PA Bulletin, page 1414)

-- Terreva Renewable Energy, LLC - Landfill Gas Facility: DEP extended its Air Quality approval for its shakedown operation of air pollution sources at the facility located in Wayne Twp., Clinton County.  (PA Bulletin, page 1414)

-- American Refining Group, Inc. - Refinery: DEP extended its Air Quality Plan Approval to allow the facility to continue shakedown activities for the refinery located in Bradford, McKean County. (PA Bulletin, page 1414)

-- PEI Power, LLC - Gas-Fired Power Plant: DEP renewed the Title V Air Quality permit for the facility located in Archbald Borough, Lackawanna County.   (PA Bulletin, page 1415)


Water Management Plan

-- Penn Energy Resources, LLC - Big Sewickley Creek: DEP approved a Water Management Plan authorizing the withdrawal of up to 1.5 million gallons of water per day from Big Sewickley Creek in Economy Borough, Beaver County.   (PA Bulletin, page 1424)


NPDES Stormwater Permits

-- Peoples Natural Gas Co. LLC - Gas Pipeline Replacement: DEP invites comments on an NPDES Stormwater Permit for a gas pipeline replacement project located in Salem Twp., Greene County.  (PA Bulletin, page 1376)


Chapter 105 Encroachment Permits

-- Chesapeake Appalachia, LLC - Water Pipeline: DEP invites comments on Chapter 105 permit for a 16-inch temporary water pipeline to be located in Wysox Twp., Bradford County.   (PA Bulletin, page 1388)

-- Texas Eastern Transmission, LP: DEP issued a Chapter 105 permit to repair “anomalies” along the 30-inch Line 19 natural gas pipeline in Washington Twp., Berks County.  (PA Bulletin, page 1422)

-- Eastern Gas Transmission & Storage, Inc.: DEP issued a Chapter 105 permit for a pipeline culvert replacement and landslide remediation project in Kiskiminetas Twp., Armstrong County.  (PA Bulletin, page 1423)

-- Coterra Energy, Inc.: DEP issued a Chapter 102 permit for a project impacting East Branch Creek and Beebe Creek located in Bridgewater Twp., Susquehanna County.  (PA Bulletin, page 1418)

-- Coterra Energy, Inc. - Pipeline:  DEP issued a Chapter 102 permit for a pipeline project impacting Hop Bottom Creek and Martins Creek in Brooklyn and Lathrop Townships, Susquehanna County.  (PA Bulletin, page 1419)

-- Seneca Resources Co., LLC: DEP issued a Chapter 102 permit for a project impacting Elk Fork (Exceptional Value) and Indian Camp Run (Exceptional Value) located in Shippen Twp., Cameron County. (PA Bulletin, page 1419)
