PA Oil & Gas Industrial Facilities: Permit Notices/Opportunities To Comment - December 2

The following DEP notices were published in the
December 2 PA Bulletin related to oil and gas industry facilities.  Many of the notices offer the opportunity for public comments.

The Department of Environmental Protection published notice in the December 2 PA Bulletin inviting comments on a proposed CNX Midstream project to expose two 10-inch natural gas pipelines and one 12-inch fresh water pipeline in Morris Township, Washington County to prevent damage from underground longwall coal mining.  [PA Bulletin, page 7418]   Read more here.

-- Coterra Energy, Inc. - J. Reilly Shale Gas Well Pad: DEP received a Final Report on remediation of soil contaminated with production wastewater at the pad located in Gibson Twp., Susquehanna County.  [PA Bulletin, page 7431]

-- Greylock Production, LLC - Stelco Shale Gas Well Pad: DEP received a Final Report on remediation of soil and groundwater contaminated with aluminum, barium, boron, chloride, iron, lithium, manganese, selenium, strontium, vanadium, and zinc for soil; aluminum, barium, boron, chloride, lithium, selenium, strontium, vanadium, and zinc for groundwater at the pad located in Jefferson Twp., Greene County. -- Diversified Production, LLC - Keystone Well Pad: DEP received a Final Report on remediation of soil contaminated with benzene, secbutylbenzene, tertbutylbenzene, cyclohexane, ethylbenzene, isopropyl benzene (cumene), naphthalene, toluene, trimethylbenzene 1,2,4-, Trimethylbenzene, 1,3,5-, xylenes, acenaphthene, anthracene, benzo(a)anthracene, benzo(a)pyrene, benzo-(g,h,i)perylene, biphenyl, chrysene, fluoranthene, fluorene, indeno(1,2,3-cd)pyrene, 2-methylnaphthalene, phenanthrene, and pyrene for the pad located in Derry Twp., Westmoreland County.  [PA Bulletin, page 7432]

-- Diversified Production, LLC - Kochas Well Pad: DEP received a Final Report on remediation of soil contaminated with aluminum, barium, boron, iron, lithium, manganese, selenium, strontium, vanadium, zinc, and chloride for a pad located in Unity Twp., Westmoreland County. [PA Bulletin, page 7432]

-- Laurel Pipe Line Company, LP: DEP issued a Technical Deficiency Letter for a Final Report on remediation of soil and groundwater contaminated with unleaded gasoline for the facility located in Bethel Twp., Delaware County. [PA Bulletin, page 7433]

-- Penneco Oil Company, Inc. - Swiantek Well Pad: DEP approved a Final Report on remediation of soil contaminated with aluminum, barium, boron, chloride, iron, lithium, manganese, selenium, strontium, vanadium, and zinc at a facility located in Perry Twp., Fayette County.  [PA Bulletin, page 7434]


Waste Permits

-- Range Resources-Appalachia, LLC - Yonker George Tank Pad: DEP issued a WMGR123 General Permit for processing oil and gas wastewater at the facility located in Mount Pleasant Twp., Washington County. [PA Bulletin, page 7434]


Air Permits

-- Coterra Energy, Inc. - Wood E Shale Gas Well Pad: DEP issued an Air Quality Plan Approval for multiple air pollution sources for the facility located in Dimock Twp., Susquehanna County.  [PA Bulletin, page 7435]

-- Calpine Mid-Merit, LLC - York Natural Gas-Fired Energy Center: DEP approved an Air Quality Plan Approval extension for power output change from 760 to 830 MW for the facility located in Peach Bottom Twp., York County.   [PA Bulletin, page 7435]

-- Calpine Mid-Merit, LLC - York Natural Gas-Fired Energy Center: DEP issued a Air Pollution Emission Limits on electricity generation units for the facility located in Peach Bottom Twp., York County.   [PA Bulletin, page 7435]

-- MarkWest Liberty Midstream & Resources, LLC - Houston Gas Plant: DEP issued an Air Quality Plan Approval extension to temporarily operate air pollution sources at the facility located in Chartiers Twp., Washington County.   [PA Bulletin, page 7436]

-- NFG Midstream Covington, LLC - Wellsboro 2 Compressor Station: DEP terminated Air Quality General Permit because air pollution sources were disconnected for the facility located in Charleston Twp., Tioga County.  [PA Bulletin, page 7439]


Chapter 105 Encroachment Permits

-- Olympus Energy, LLC - Beaver Run Reservoir: DEP issued a Chapter 105 permit for a water intake structure and pipeline in the reservoir located in Washington Twp., Westmoreland County.  [PA Bulletin, page 7442]

-- CNX Gas Company, LLC - Washington Reservoir No. 3: DEP issued a Chapter 105 permit for a water intake structure and pipeline in the reservoir located in North Franklin Twp., Washington County.  [PA Bulletin, page 7443]

-- Repsol Oil & Gas USA LLC: DEP issued a Chapter 102 permit for a project impacting Towanda Creek in Canton Twp., Bradford County.  [PA Bulletin, page 7444]

-- Inflection Energy (PA), LLC: DEP issued a Chapter 102 permit for a project impacting Little Mill Creek (High Quality) located in Upper Fairfield Twp., Lycoming County.   [PA Bulletin, page 7444]

-- Columbia Gas Trans, LLC: DEP issued a Chapter 102 permit for a pipeline project impacting Garner Run (High Quality), House Run (High Quality) and McCourtney Run (High Quality) located in Center and Jackson Townships, Greene County.  [PA Bulletin, page 7444]

-- Pennenergy Resources LLC: DEP issued a Chapter 102 permit for a project impacting Glade Run located in Middlesex Twp., Butler County.  [PA Bulletin, page 7444]

-- XTO Energy Inc. - HCPP Shale Gas Well Pad: DEP issued a Chapter 102 permit for a project impacting Cherry Run in Center Twp., Indiana County.  [PA Bulletin, page 7444]

-- Snyder Bros, Inc. - Frosty Mug to Hays Run Pipeline: DEP issued a Chapter 102 permit for a pipeline project impacting South Fork Pine Creek (High Quality) located in Boggs and Valley Townships, Armstrong County.  [PA Bulletin, page 7444]
