PA Oil & Gas Industrial Facilities: Permit Notices/Opportunities To Comment - June 10

The following DEP notices were published in the
June 10 PA Bulletin related to oil and gas industry facilities.  Many of the notices offer the opportunity for public comments.

Land Recycling/Brownfield Cleanups

-- MarkWest Liberty Midstream & Resources LLC - Imperial Compressor Station [Facility ID: 866930]: DEP received Notice of Intent to remediate the station pad contaminated as a result of an approximately 10,000 gallon spill of condensate and water caused by piping at the station freezing in December 2022 in Robinson Twp., Washington County.  Read more here.

“Groundwater at the site is suspected to be contaminated with volatile organic compounds and semi-volatile organic compounds, including benzene.

“MarkWest is currently conducting emergency remedial efforts to remove impacted soils near the pad, along the stormwater conveyance, and hillside near the point of the release.”

“It is anticipated that by removing most of the impacted soil and inhibiting additional infiltration will naturally improve groundwater concentrations at the Site.  (PA Bulletin, page 3132)

-- EQT Corporation - Beimel Transport Accident: DEP received a Final Report on remediation of soil contaminated with production wastewater as a result of a truck accident in Mifflin Twp., Lycoming County.  (PA Bulletin, page 3149)

-- Chesapeake Appalachia LLC - LRJ Shale Gas Well Site: DEP received a Final Report on  remediation of soil contaminated with production wastewater released on site in Rush Twp., Susquehanna County.   (PA Bulletin, page 3149)

-- Chesapeake Appalachia LLC - State Game Lands-12 Unit 4H & P Pad: DEP approved a Final Report on remediation of soil contaminated with production wastewater in Franklin Twp., Bradford County.   (PA Bulletin, page 3150)

-- Chesapeake Appalachia LLC - A&M BRA Well Pad: DEP approved a Final Report on remediation of soil contaminated with production wastewater in Wilmot Twp., Bradford County.    (PA Bulletin, page 3150)

-- PennEnergy Resources LLC - Baird Well Pad ESX: DEP approved a Final Report on remediation of soil contaminated with Aluminum, Barium, Boron, Total Chlo- ride, Iron, Lithium, Manganese, Selenium, Strontium, and Zinc in Concord Twp., Butler County.  (PA Bulletin, page 3151)

-- Range Resources-Appalachia, LLC - Range Infante Waterline: DEP approved Final Report on the remediation of soil contaminated with aluminum, barium, boron, chloride, iron, lithium, manganese, strontium, vanadium, zinc, and selenium in Smith Twp., Washington County.  (PA Bulletin, page 3151)

-- Assai Energy, LLC - Landfill Gas Project Candle Flare: DEP invites comments on installation of new candle flare to burn off specification product gas at the Keystone Landfill facility located in Throop Borough, Lackawanna County.  (PA Bulletin, page 3132)

-- Snyder Brothers Inc - Hogback Compressor Station: DEP issued Air Quality Plan Approval for installation of several air pollution sources at the station in Wayne Twp., Armstrong County.  (PA Bulletin, page 3151)

-- Snyder Brothers Inc. - Truitt Compressor Station: DEP issued Air Quality Plan Approval to reauthorize operation of existing sources at the facility in Redbank Twp., Clarion County.  (PA Bulletin, page 3152)

-- MDS Gathering, LLC - Gilpin Compressor Station: DEP issued Air Quality Plan Approval to operate existing sources at the facility in Gilpin Twp., Armstrong County.  (PA Bulletin, page 3151)

-- National Fuel Gas Midstream Clermont LLC - Clermont West Compressor Station: DEP issued Air Quality Plan Approval to authorize rerating existing sources at the facility in Jones Twp., Elk County.  (PA Bulletin, page 3152)

-- Diversified Production, LLC - Homer City Compressor Station: DEP issued Air Quality Plan Approval to reauthorize existing sources at the facility in White Twp., Indiana County.  (PA Bulletin, page 3152)

-- EQM Gathering Opco - Anchor Compressor Station: DEP issued Air Quality Plan Approval to operate 2 natural gas fired turbines and other pollution sources at the facility located in Franklin Twp., Greene County.  (PA Bulletin, page 3152)

-- Laurel Mountain Midstream Operating, LLC - Dunbar Compressor Station: DEP issued Air Quality Plan Approval for multiple new and continued operation of existing air pollution sources at the facility located in Dunbar Twp., Fayette County.  (PA Bulletin, page 3152)

-- CNX Gas Company, LLC - Green Hill Natural Gas Plant: DEP issued Air Quality Plan Approval for continued operation of multiple existing sources of air pollution for the facility located in Center Twp., Greene County.   (PA Bulletin, page 3152)

-- Greylock Midstream, LLC - Kuhl Skib Compressor Station: DEP issued Air Quality Plan Approval for continued operation of multiple air pollution sources for the facility in Jefferson Twp., Greene County.  (PA Bulletin, page 3152)

-- Diversified Production LLC - Longhorn Pad C Well Pad: DEP issued approval to operate additional sources of air pollution at the facility located in Jay Twp., Elk County.   (PA Bulletin, page 3153)

-- Buckeye Pipeline Company, LP - Midland Breakout Station: DEP approved de minimis emission increase for the installation of an enclosed flare in Midland and Industry Boroughs, Beaver County.  (PA Bulletin, page 3156)
