PA Oil & Gas Industrial Facilities: Permit Notices/Opportunities To Comment - July 1

The following DEP notices were published in the
July 1 PA Bulletin related to oil and gas industry facilities.  Many of the notices offer the opportunity for public comments.

-- Diversified Production LLC - Cryptocurrency Power Facility Longhorn Pad A:  DEP invites comments on the proposed power facility at a shale gas well pad in Horton Twp., Elk County. Read more here.


Land Recycling/Brownfield Cleanups

-- Sunoco Pipeline LP - Tinicum Release Site: DEP issued a technical deficiency letter on Remedial Investigation Report/Cleanup Plan for remediation of soil and groundwater contaminated with unleaded gasoline in Tinicum Twp., Delaware County.  (PA Bulletin, page 3462)

-- Energy Transfer Marketing & Terminals LP: Marcus Hook Storage Tank Facility: DEP received a Remedial Action Completion Report on remediation of soil contaminated with volatile organic compounds located in Marcus Hook Borough, Delaware County.  (PA Bulletin, page 3470)

-- Highland Field Services, LLC - 10 Oil & Gas Production Wastewater Tanks: DEP invites comments on a request for coverage under General Permit WMGR123 to expand existing oil and gas wastewater facility in Sergeant Twp., McKean County  (PA Bulletin, page 3437)


Air Quality Permits

-- Diversified Production LLC - Cryptocurrency Power Facility Longhorn Pad A:  DEP invites comments on the proposed power facility at a shale gas well pad in Horton Twp., Elk County. Read more here.

-- NFG Midstream Covington, LLC - Keeneyville Compressor Station: DEP issued an Air Quality Plan Approval for a variety of air pollution sources at the facility located in Middlebury Twp., Tioga County. (PA Bulletin, page 3463)

Chapter 105 Permits

-- Texas Eastern Transmission, LP: DEP invites comments on Chapter 105 application to repair three “anomalies” along a 30-inch Line 19 natural gas pipeline located in Washington Twp., Berks County.  (PA Bulletin, page 3472)

-- Columbia Gas Transmission, LLC - Line 1570: DEP issued a Chapter 105 permit to repair a slip-- landslide-- in a segment of natural gas pipeline in Gilmore Twp., Greene County.  (PA Bulletin, page 3472)

DEP Invites Comments On Air Quality Permit For Cryptocurrency Power Generation Facility By Diversified Production, LLC At A Shale Gas Well In Elk County

The Department of Environmental Protection invites comments on a proposed Air Quality Plan Approval for a cryptocurrency power generation facility by Diversified Production, LLC at the Longhorn Pad A shale gas well in Horton Township, Elk County.  (
PA Bulletin, page 3437)

Operation of the proposed equipment would focus on electrical generation and cryptocurrency data mining operations and not unconventional natural gas well site operations or remote pigging (pipeline cleanout operations). 

This project would install four Waukesha engines (each rated at 1,680 bhp) controlled by non-selective catalytic reduction technology. 

Potential emissions from all sources after completion of the project are estimated to be-- in tons per year-- 0.46 volatile organic compounds; 12.31 nitrogen oxides, 21.63 carbon monoxide, 5.61 Particluate 10 , and 3.39 hazardous air pollutants.

Public comments are due July 31.
